The focus of the Deputy CIO for Business and IT Modernization is to serve as the key advisor to HUD on IT Solutions. Mr. Dorris works with key business leaders across HUD's lines of business to ensure that HUD is capitalizing on emerging technology solutions and aligning technology with the Department's strategic business objectives and programs. He is responsible for the Department's Enterprise Architecture, IT Investment Management, and Policy and E-Gov programs. These programs are focused on the CIO's specific objectives, which include: (1) obtaining/maintaining a "Green Rating" on the President's Management Agenda in E-Government; (2) successfully implementing a modernized IT infrastructure; and (3) modernizing HUD's business systems to better meet the needs of the citizen.
Prior to coming to HUD, Mr. Dorris held a senior management position at the Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) as the Deputy CIO. Mr. Dorris lead the Agency's enterprise architecture, capital planning, and IT security programs and implemented a multi-year, enterprise IT modernization and business process transformation initiative. Prior to joining DOT, Mr. Dorris served in a variety of leadership roles for large business process and IT transformation programs at the Departments of Treasury and Veterans Affairs. Mr. Dorris graduated with a Bachelor of Arts degree in General Studies (with an emphasis in computer science and information systems) from American University, Washington DC.

Mike Tiemann is currently a Senior Associate at Booz | Allen | Hamilton before which he was the Enterprise Architecture (EA) Practice Manager at AT&T Government Solutions. He has had 31 years distinguished service in the Federal Government in many positions including the Program Manager (PM) for Information Resources Management Planning headquarters-wide at the Department of Energy (DOE), the PM for the DOE-wide Information Architecture, the Director, Division of Architecture and Standards and Acting Associate CIO for Architecture, Standards and Planning. He was the DOE representative to the Federal CIO Council's Architecture and Infrastructure Committee and was the founding Chair and later Co-chair of the Federal Architecture Working Group. Mike has received numerous performance awards and citations, including, Federal Computer Week's Federal 100 Award, the Federal CIO Council Citation and Special Recognition and Act Awards from the Secretary and Deputy Secretary of Energy. Mike holds a Bachelors of Environmental Design (Architecture) from Texas A&M University and a Masters of Science in Systems Management from University of Southern California. He is a faculty member of the Federal Enterprise Architecture Certification Institute. He is on the Industry Advisory Council's Enterprise Architecture Shared Interest Group leadership team, and as such, represents IAC on the Chief Architect's Forum. He is a member of the Association of Enterprise Architects and an Associate Editor of the a/EA Journal.
Norman Lorentz
Norm Lorentz is the Senior Managing Director for Federal Solutions Group. Prior to this position he served as the first Chief Technology Officer (CTO) for the Federal Government at the Office of Management and Budget (OMB) where he also served as acting administrator for e-government and information technology. While there, Norm spearheaded The White House mission to overhaul the federal government information technology infrastructure and its processes within an appropriated budget of $59.3 billion for 2004. In driving this initiative, he directed the development of the Federal Enterprise Architecture, the first ever business process depiction for the federal government. During his tenure at the OMB, he was a member of the Chief Information Officers Council's Executive Committee and the recipient of numerous government and industry awards for his leadership and innovation.
Prior to joining the OMB, Norm was Senior Vice President and CTO for the information technology career solutions provider, Dice, Inc. In this capacity, he directed the overall development of technology strategy and infrastructure, including focus and alignment of resources and planning to ensure successful implementation. Norm also spent six years at the U.S. Postal Service, where he held several positions including senior vice president and CTO with oversight of all technology investments, and Chief Quality Officer, overseeing and implementing customer service programs that set both financial and service records. In addition, Norm spent 18 years in a variety of executive and technology professional positions at U.S. West (now Qwest).
Norm holds an Executive M.B.A. from Arizona State University, with honors, and a B.S. in Technical Management from Regis University.
