A new report from the Government Accountability Office says 9 of the federal agencies they surveyed still do not have plans or guidelines to govern the use of insourcing.

Insourcing is a term used to describe how agencies are supposed to be re-evaluating the use of contractors, and possibly shifting that work to federal employees.

How to manage a workforce of mixed federal workers and contractors during this time of change was the topic of a recent panel discussion at the Excellence in Government conference.
