GAO: Changes needed for BioShield at HHS

Through project BioShield the Department of Health and Human Services has awarded nine contracts to address threats from chemical, biological and nuclear agents.

Now HHS is going to start awarding new contracts, but a recent report by the Government Accountability Office is recommending some major changes.
