Governments face fewer resources, limited funds, and pressure from constituents for the highest value. Support services are increasingly outsourced as government entities focus on their core missions

Andy Robinson is Senior Vice President of ICF consulting and is Industry Chair of this year's "Management of Change" conference at Hilton Head, South Carolina.
Attendance tends to be senior people, and we get an opportunity to learn about issues, discuss, problem solve, and network which makes this conference different from other management conferences. We get input from congressmen, globalists, futurists, state CIOs and federal CIOs.
Robinson says they take on issues like IPv6, HSPD-12, and e-government to work out solutions.
Sometimes they'll observe how the private sector handles similar issues, or they'll come up with entirely new solutions.
For example, one session takes on the "flat earth" concept: the idea that technology has made the world smaller and flatter and more connected.
"We're tackling global issues, like the flattening of the world. Everyone's connected. That is changing the economy, politics and especially the world of I-T."
The conference runs through June Seventh.
