What slows the vaccine: the chicken or the egg?

The administration expects vaccine-makers to roll-out another 10-million doses of H1N1 vaccine this week, but even the White House admits it was plain wrong when it first promised 40 million doses by the end of October. the blame, says the administration falls at the feet of the manufacturers. So far, they've missed the goal by more than 12-million. But the slowdown doesn't surprise former Senator Bob Graham, chairman of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism. He joins us with details of why.
