A central goal of the Obama administration is to bring broadband internet access to every household in the U.S., but it costs money to build broadband networks, and so the question comes up: Should everyone pay the same rate, regardless of how much bandwidth they actually use? Or should broadband be priced more like electricity - you pay for what you use. The Georgetown Center for Business and Public Policy has done extensive research on broadband pricing. Here with their findings is the center's executive director, Dr. John Mayo.
