Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.
Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.
Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.
Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.
Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.
Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.

Previous FEMA assignments included Acting Director of Preparedness; Chief of Capability Assurance; Director of Assessments and Exercises in the Office of National Preparedness; and Executive Operations Officer to the Assistant Director for Readiness, Response and Recovery.
Mr. Garratt has served in key positions for numerous Presidentially declared disasters; established and directed the initial Homeland Security Coordination Center, and led the development of the Catastrophic Incident Supplement to the National Response Plan.
Mr. Garratt earned a Bachelor of Science in Public Administration from Upper Iowa University. He currently resides in Glenn Dale, Maryland, with his wife Susan.

After attending the Signal Officer Basic Course and the Radio Systems Officer Course at Fort Gordon, Georgia, Miller was assigned as a PATRIOT Test Officer in the Army Materiel Test and Evaluation Directorate, White Sands Missile Range, New Mexico. He subsequently served as a Command, Control, Communications and Intelligence Officer in the same directorate. He then assumed command of Headquarters and Headquarters Company, Troop Command, also at White Sands Missile Range. In 1987, he attended the Signal Officer Advanced Course at Fort Gordon and the Air Force Undergraduate Space Training Course at Lowery Air Force Base, Colorado. He was then assigned to United States Army Space Command and attached to the 2nd Satellite Control Squadron, 2nd Space Wing, Air Force Space Command as a Global Positioning System Satellite Engineering Officer in the Master Control Station at Falcon Air Force Base, Colorado. He subsequently served as a Satellite Engineering Officer Instructor in the same unit.
From 1993 to 1996, Miller served as an Electrical Engineering Reporting Officer in the Army Materiel Command, Science and Technology Center, Europe in Frankfurt, Germany. From 1997 to 2000, he served as Chief, Mission Assessments Branch, Strategy Division in the United States Space Command (USSPACECOM) Plans Directorate (J5), Peterson Air Force Base, Colorado. He subsequently served as Chief, Space Based Infrared System Requirements Branch and Deputy Division Chief in the Requirements Division of the Plans Directorate while at USSPACECOM.
COL Miller served as the board-selected Product Manager, Multi-Channel Satellite Communications Terminals in Program Executive Office for Command, Control, and Communications - Tactical, Fort Monmouth, New Jersey from July 2000 to July 2003 and as the provisional Product Manager for the Joint Tactical Radio System - Cluster 5 from July 2003 to July 2004. While at Ft. Monmouth, he has also served as the President of the Fort Monmouth Chapter of the Signal Corps Regimental Association.
COL Miller's military education includes the Command and General Staff College, Fort Leavenworth, Kansas, the Advanced Program Management Course, Defense Systems Management College, Fort Belvoir, Virginia, and the United States Army War College, Carlisle Barracks, Pennsylvania. He also holds a Master of Science degree in Electrical Engineering (Space Systems) from the Naval Postgraduate School, Monterey, California and a Masters in Strategic Studies from the Army War College.
COL Miller is married to the former Leslie Kosmider of Las Cruces, New Mexico. They have two children, Zane and Jake.

During incidents of national significance, JFHQ-NCR establishes an operational joint task force that brings military support to bear in the NCR or as immediately required to provide security, search and rescue, transport, and other military resources, in order to save lives, prevent human suffering, and mitigate great property damage. As the DoD's Center of Excellence for homeland defense in the NCR, the command oversees planning and execution of exercises with local, state, and federal agencies, and coordinates with USNORTHCOM, Joint Staff, and Office of the Secretary of Defense.
Major General Swan also provides executive jet transport services for senior Army and DoD officials, and provides helicopter airlift support to agencies throughout the NCR. He serves as the senior military commander for five regional Army bases, overseeing the management, security, and combined annual operating budget of $272 million. Forts Belvoir, Myer, Meade, A.P. Hill, and Hamilton house over 150 DoD agencies, provide training areas and support for military units based throughout the eastern US, and are home to over 3000 military servicemembers and their families.
Major General Swan's position also involves significant representational responsibilities. The command is the executive agent for Armed Forces participation in official ceremonies, public events, and state funerals. Major General Swan is the senior DoD representative for all ceremonial functions within the NCR, including presidential inaugurations, commemorative wreath layings at the Tomb of the Unknown Soldier, and state visits. He has executive oversight of Arlington National Cemetery (ANC) and its $33 million operating budget and works closely with the ANC Superintendent in planning and executing state funerals and other high profile funerals at Arlington.
Before this command Major General Swan, a career Armor and Cavalry officer, served as the Chief of Legislative Liaison, the Army's principal representative to the United States Congress.
Major General Swan is a 1976 graduate of the United States Military Academy at West Point and holds Masters degrees from Georgetown University and the School of Advanced Military Studies (SAMS). As a National Security Fellow at Harvard University's John F. Kennedy School of Government he researched the relationship between non-governmental organizations and the military during humanitarian emergencies. His military awards and decorations include the Distinguished Service Medal, Legion of Merit, Bronze Star Medal, Ranger Tab, Parachutist Badge, and he is a holder of the U.S. Armor Association's Honorable Order of St. George.
As the Director of Solutions Sales for Symantec's US Public Sector, Alec is responsible for the leadership and overall sales performance, competency and readiness for a team of three managers, 25 sales specialists and 15 systems engineers. Solutions areas include enterprise message management, data center automation, and security compliance. These three solutions areas are key growth markets for Symantec, and together they are critical to Symantec's ability to deliver on its vision of information integrity and resiliency. In FY 07, they will represent 20-25% of Symantec's Public Sector revenue and contribute significantly to Public Sector's top line growth.
Alec holds a BS in Political Science from the United States Naval Academy in Annapolis MD. Upon graduation from the U.S. Naval Academy and prior to beginning his career in information technology, Alec served as a naval intelligence officer.
In 1978, Mr. Preissner pursued senior information systems management opportunities at the United States Senate. Serving first as Manager of Planning, Budget and Administration for the U. S. Senate Computer Center, he rapidly progressed to the position of Deputy Director, and in 1981, was appointed Director of the Senate Computer Center. During his eight years at the U. S. Senate Computer Center, Mr. Preissner provided program direction over a broad spectrum of computer and telecommunications disciplines, including national service applications, integrated data base development, office automation systems, local area and nationwide telecommunications programs, and facilities management contract administration.
Mr. Preissner left government service in early 1986 to join Systems Research and Applications Corporation. He served SRA as the Deputy Group Director, Advanced Systems Group, which supported the fast growing telecommunications and artificial intelligence business areas.
In late 1987, Mr. Preissner joined the Social Security Administration as the Director of SSA's Office of Computer Processing Operations. After seven months, he was promoted to the position of Deputy Associate Commissioner for Systems Operations. In this capacity, he shared management responsibility with the Associate Commissioner for the planning and direction of SSA's National Computer Center operations, as well as the planning and execution of procurements for systems capacity to meet future SSA requirements. Mr. Preissner served for several years as the designated Senior Program Contact for all ITS procurements supporting SSA IT capacity and support needs. A graduate of the GSA Trail Boss program, Mr. Preissner provided program management direction for many of SSA's largest and most successful IT acquisitions.
SSA's Office of Systems Operations and Office of Telecommunications merged in 1996 to create the Office of Telecommunications and Systems Operations. In August 1997, Mr. Preissner was promoted to the position of Associate Commissioner for Telecommunications and Systems Operations and was responsible for implementing and managing the telecommunications infrastructure and all data processing platforms used by the agency in carrying out its mission. In March 2003, Mr. Preissner received the prestigious Executive Excellence Award from the GSA Federal Technology Service. In October 2003, Mr. Preissner received the Presidential Rank Award for Meritorious Executive.
In December 2004, with 32 years of public service, Mr. Preissner retired from Federal service to pursue new opportunities in the private sector. Mr. Preissner has been a long time supporter of the Government Information Technology Executive Council and the annual IPIC Conferences. He served on the GITEC Board of Directors from 1997 until his Federal retirement December 31, 2004, and served as GITEC President in 2002-2003.
Mr. Preissner joined the ViON Corporation as Chief Technologist, on January 3, 2005. He directs ViON's expanding technology efforts, adding telecommunications and advanced networking technologies and solutions to ViON's mature processor and storage systems business lines. In March 2006, Mr. Preissner was honored by Federal Computer Week as a 2006 Fed100 Awardee for his major contributions in assisting the Department of Agriculture's National Finance Center in recovering from Hurricane Katrina.
Mr. Preissner obtained his Bachelor of Science degree in Mathematics from the Florida Institute of Technology in 1971. In 1976, he was awarded a Master of Science degree in Technology of Management from the American University in Washington, D.C.
