Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.
Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.
Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.
Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.
Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.
Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.

The Homeland Security Presidential Directive 12, Policy for a Common Identification Standard for Federal Employees and Contractors, has further accentuated the importance of the FICC activities, whose role is to ensure collaborative implementation of the developing Standard as defined by this Directive.
In addition, Ms. Spencer heads the Federal PKI Steering Committee, in which capacity she promotes interagency cooperation and interoperability in the deployment of PKI. A key accomplishment of the Federal PKI Steering Committee is the Federal Bridge Certification Authority (FBCA), which seeks to promote interoperability between discrete trust domains. Ms. Spencer is continuing to inform about and build interest in the FBCA both within the Federal government and with outside entities, domestic and international. To date, seven federal agencies and one state government have cross-certified with the FBCA, making it a fully operational capability. Ms. Spencer continues to act as the Federal PKI liaison to the eGov, e-authentication initiative, ensuring compatibility between the efforts of Federal PKI and this important initiative.
Prior to her current position, Ms. Spencer managed the Federal Information Security Infrastructure Program at GSA, which sought information systems security solutions for internet-based communications using public key technology. Under her leadership, this office was responsible for developing the ACES Program. In addition, Ms. Spencer was involved in the efforts of the Federal sector to promote Critical Infrastructure Protection across the Departments and Agencies. Towards this end, Ms. Spencer led the transition of the Federal Computer Incident Response Capability (FedCIRC) from a pilot to operational status and worked with Federal agencies to build consensus for intrusion detection and incident response to unauthorized electronic exploitation.
Ms Spencer has been involved in Federal Information Systems Security efforts for the past 30 years.

Mr. Butler has been a government employee at DMDC since May of 2000, where he mostly recently served as the Chief of Smart Card Programs for the Department of Defense (DoD). He originally enlisted in the US Navy in 1973 and was later selected to attend the US Naval Academy (Class of 1979/BS Physical Science). Subsequently, Mr. Butler earned a Masters Degree in Electrical Engineering (Computer Architecture) from the US Naval Postgraduate School (1993). He retired in 1999 after 22 years of military service.
Mr. Butler was the Program Manager of the Navy Smart Card Program from 1997 until his retirement in 1999. He participated in a number of smart card pilots that included military exercises, electronic purse installations, and business process reengineering centered on smart card deployments.
Currently, Mr. Butler is on temporary detail to GSA working on the HSPD-12 implementation teams.

Prior to joining OMB, Ms. Bales was the Deputy Associate CIO for Cybersecurity at the Department of Energy. There she assisted the Associate CIO for Cybersecurity in developing and implementing an information security program to include ensuring the continued successful operation of cybersecurity programs and initiatives throughout the Department. Prior to joining the Department of Energy, she held positions at the Department of Justice and NASA .
Ms. Bales holds a Bachelor's degree in Information Systems from the University of Maryland.

Prior to joining IRS in April 2005, Symonds served as the Director, Privacy Services with the Department of Veterans Affairs, a position she held since February 2002. She was responsible for ensuring compliance with Privacy rules and regulations. During her tenure she established the Total Privacy Management framework and business plan to address the Health Insurance Portability and Accountability Act (HIPAA), E-Government Act, and other privacy-related laws to assure systemic agency compliance.
Barbra is a certified Project Management Professional (PMP) with the Project Management Institute and graduated from the American University in Washington, DC, with a degree in International Business and Finance.

PV has more than 20 years experience in several businesses and IT disciplines and is a recognized thought leader in business transformation, e-government, enterprise security, performance measurement, technology innovation, solution development methodologies and enterprise architecture. He and his team work with all major agencies in the development of strategy and the execution of mission programs. During his career, PV has served in various leadership roles starting from technical management and progressing to senior management ranks.
PV has been actively involved with various organizations including IAC, Object Management Group (OMG), ITAA, National Association of State CIOs, AFCEA, NDIA and IIT Alumni association. PV currently serves on several non profit boards including TIE-DC (The Indus Entrepreneurs), Penn State University, National Defense University and The President's National Security Telecommunications Advisory Committee's (NSTAC) Industry Executive Subcommittee. PV is an author and frequently speaks at various conferences and forums.
PV holds a master's degree in Engineering from the Indian Institute of Technology and a bachelor's degree in Engineering from Andhra University.

Within the Federal and Defense arena, Mr. Hannah has identity management operations and program management experience with the DoD (including DMDC, BMO, WHS, Navy, Army, Air Force, and Marine Corps), DHS (TSA), State Department, GSA, GAO, MoD UK, and DfEE UK. As the Program Manager for the TSA Transportation Worker Identification Credential, he fielded an operational, nationwide end-to-end identity management and biometric credentialing system just 96 days after contract award. As Project Manager for the Department of Defense Common Access Biometric Working Group, he performed a series of smart card, biometric, and cryptographic technology evaluations to evaluate how DoD might deploy biometric technologies in conjunction with their Common Access Card. He also helped the Department of Defense Defense Manpower Data Center receive international recognition for their award winning Common Access Card program. Prior to joining BearingPoint (then KPMG LLP) in 1998, Mr. Hannah held a number of technology and management positions with Andrulis, Tyco International, and the Department of Defense (U.S. Navy).
Mr. Hannah holds a Bachelor of Science Degree (magna cum laude) in Electrical Engineering from the University of Connecticut. He is a graduate of the Navy Nuclear Power Engineering School, Navy Nuclear Prototype School, Navy Submarine School, and qualified Nuclear Engineering Officer on Submarines; Mr. Hannah holds a Top Secret Security Clearance and is a member of the Smart Card Alliance, M1/B10, ITAA, Biometric Consortium, European Biometric Forum, Government Smart Card Interagency Advisory Board, FICC, FIXS and many other public & private sector organizations.
