Assessing the potential for danger and preventing targeted violence against our nation’s leaders has been the cornerstone of Matthew W. Doherty’s career in law enforcement. As the retired U.S. Secret Service Special Agent in Charge of the National Threat Assessment Center, Doherty brings over 24 years of experience leading law enforcement, protective intelligence programs and investigations in the prevention of violence by developing and enhancing methodologies with national security priorities and defining America’s best-practices to threat assessment.

Matthew is currently the Senior Vice President of Threat Assessment with Hillard Heintze LLC. He provides the strategic thought leadership, trusted counsel and end-to-end services that help leading public and private corporations as well as government agencies and major public service organizations advance best-in-class security strategies and investigations to protect and preserve the safety of their people, property, performance and reputation.

Prior to Hillard Heintze he was a principal analyst with the Homeland Security Institute which was the first congressionally mandated research and analysis entity to support the Department of Homeland Security (DHS). He was the first law enforcement officer recruited and selected by Homeland Security Institute where he developed and supervised numerous projects in support of the DHS operational component mission space including, but not limited to the Secret Service, Immigration and Customs Enforcement, Customs and Border Patrol and the Federal Air Marshals.

As Agent in Charge at the U.S. Secret Service National Threat Assessment Center, Matthew created the first information-sharing database (TAVISS) for the prevention of violence against protected officials, including the U.S. President, Vice-President, cabinet secretaries and governors. He developed and supervised numerous research projects on targeted violence including the Secret Service partnerships with Carnegie Mellon University for the Insider Threat Study (ITS) and with Harvard University and the Department Education for the Bystander Study. Frequently called on to testify as an expert before Congress, Doherty has also routinely briefed the Department of Homeland Security Secretary, Justice Department and members of Congress on threat assessment methodologies. He also managed training on threat assessment and targeted violence prevention for over 70,000 federal, state and local law enforcement personnel.
