Jim Flyzik is the President of TheFlyzikGroup www.theflyzikgroup.com . The company specializes in Strategic Business Consulting, Performance Based Contracting Consulting and Training and Thought Leadership media events. The company assists small, medium and large companies in providing world-class government services. Jim also serves as the Chairman of the Information Technology Association of America Committee on Homeland Security. Jim also hosts the monthly radio program, The Federal Executive Forum on WFED 1500 AM and www.federalnewsradio.com .

Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.

Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.

Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.
Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.

Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.

Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.



Robert Carey
Chief Information Officer
Department of the Navy



Mr. Robert J. Carey was named the sixth Chief Information Officer for the Department of the Navy by the Secretary of the Navy, Donald C. Winter, November 2006. As the DON CIO, Mr. Carey is the senior Information Management / Information Technology (IM/IT) official in the Department and he provides top-level advocacy to the Secretary for the development and use of IM/IT and creation of a unified IM/IT vision for the Navy - Marine Corps team. He develops strategies, policies, plans, architectures, standards, and guidance, and provides process transformation support for the entire Department of the Navy. Additionally, he ensures that the development and acquisition of IT systems are interoperable and consistent with the Department's objectives and vision. Mr. Carey is also the Department's Knowledge Management champion, Senior Information Assurance Official, Privacy Officer, serves as the IM/IT workforce leader, addresses emerging technologies and issues, ensures the availability, integrity and protection of the Department's information systems, and serves as the Department's Critical Infrastructure Assurance Officer (CIAO). Mr. Carey has recently returned from deployment to the Al Anbar province of Iraq.

For the past three years, Mr. Carey served as the DON Deputy Chief Information Officer (Policy and Integration). Reporting directly to the DON CIO, he served as the principal advisor to the CIO and was responsible for managing and leading the DON CIO staff, developing strategies for achieving IM and IT enterprise integration across the Department of the Navy.

Mr. Carey joined the staff of the DON CIO in February 2000, during which time he served as the DON CIO eBusiness Team Leader through June 2003. During this period he also served as the Director of the Department of the Navy Smart Card Office from February through September 2001.

Prior to his time with the DON CIO, Mr. Carey served in a variety of engineering and program management leadership positions within the Acquisition Community in the Undersea Warfare domain including Director of the Surface Ship Sonar Dome Program Office, Chief Engineer, and Deputy Program Manager of the Undersea Weapons Program Office. Mr. Carey began his career in Government service with the Department of the Army in October 1982 at the Aberdeen Proving Ground, MD, where he worked as a Test Director managing developmental and operational testing of small arms and automatic weapons.

Mr. Carey attended the University of South Carolina where, in 1982, he received a BS degree in Engineering. He earned a Master of Engineering Management degree from the George Washington University in 1995. He is a member of the Acquisition Professional Community and has been awarded the Department of the Navy Meritorious Civilian Service Award, the Department of the Navy Superior Civilian Service Award, as well as numerous other Performance Awards.

He is an active member of the United States Navy Reserve and holds the rank of Commander, Civil Engineer Corps.



Mike Krieger
Army Deputy Chief Information Officer
Office of the Secretary of the Army


Mike Krieger became Army Deputy Chief Information Office/G-6 in July 2008. CIO/G-6 provides architecture, governance, portfolio management, strategy, C4IT acquisition oversight and operational capabilities to enable joint expeditionary net-centric information dominance for the Army.

Mr. Krieger is a Senior Executive with broad experience in Information Management and Information Technology. He served in the US Army for twenty-five years with operation assignments in communications, and command and control.

He was previously the Principal Director, for the Deputy DoD Chief Information Officer. He formerly held the position of Director for Information Policy and Integration in the Office of the DoD Chief Information Officer.

Mr. Krieger believes information assets must be visible, accessible, understandable, and trusted to achieve an information advantage for our Soldiers and mission partners.

Mr. Krieger holds a BA from the United States Military Academy, an MS in Physics from Georgia Institute of Technology, and an MS in National Security Strategy from the National Defense University.


Henry Sienkiewicz
Technical Program Director, Computer Services

Henry J. Sienkiewicz is the Technical Program Director, Computing Services Directorate, Defense Information Systems Agency. Mr. Sienkiewicz was born in Charleston, South Carolina and was raised in Connecticut. He graduated in 1985 from the University of Notre Dame, Notre Dame, Indiana, with a Bachelor of Arts Degree in Government and International Studies. He spent his sophomore year as an exchange student at the National Taiwan University, Taipei, Taiwan. Mr. Sienkiewicz was awarded a Masters of Science degree in Business (Information Technology Systems) from the Johns Hopkins University, Baltimore, Maryland in 1996. He is currently completing his PhD studies in Business, concentrating on entrepreneurship.

Upon graduating from Notre Dame, he was commissioned an infantry second lieutenant in the United States Army. As a lieutenant he served at Camp Greaves, Republic of Korea and at Fort Dix, New Jersey. He served as a company commander during this period. Upon promotion to captain, Mr. Sienkiewicz branch transferred into the Signal Corps. As a Signal officer, he served at as a Camps Greaves and Casey, Republic of Korea and at Fort Ritchie, Maryland. He served 11 years of active service.

In 1996, he left active duty and joined OAO Corporation, Greenbelt, Maryland, as its Director for Corporate Information Services. He focused on corporate metrics, technology standardization and business development. Mr. Sienkiewicz was one of the architects of the winning outsourcing proposal for NASA's Jet Propulsion Laboratory's DNS contract. In 1998, Mr. Sienkiewicz joined User Technology Associates, Arlington, Virginia, as its Director, Corporate Information. He focused on corporate metrics and developing a commercial outsourcing business unit. In 1999, he left government contracting to enter the travel industry as the Vice-president for Computing Service for the Airline Tariff Publishing Company (ATPCO), Dulles, Virginia. At ATPCO, he was directly responsible for the daily distribution of over 97% of the pricing information for the global airline carrier community. He formulated and instituted numerous initiatives toinclude corporate governance metrics using the Balanced Scorecard framework, comprehensive short and long term capacity management, and the web delivery of all business critical services. In all three positions, he was a direct report to the company's President/Chief Executive Officer or President/Chief Operating Officer. During this period he remained a member of the United States Army Reserve, initially serving a Signal Observer Controller with the 78th Regiment, Baltimore, Maryland, and subsequently with the Defense Information Systems Agency.

In 2004, he was mobilized and returned to active duty. During his mobilization tour, Mr. Sienkiewicz served with US Central Command J6 as the Chief, Business Management Branch. He returned to DISA as a reservist in 2005. Mr. Sienkiewicz will retire from the United States Army Reserve in July 2008, with the rank of lieutenant colonel.

In 2005, Mr. Sienkiewicz left ATPCO to start and run Open Travel Software, an open source, open standards software company. He had been the company's Chief Executive Officer until assuming his current position. Open Travel Software provides web-based enterprise resource planning solutions for small and medium hotels and car rental agencies throughout the world The company has won multiple awards for innovation within the travel industry. As of April 2008, the company has delivered over 2500 instances of its applications, in 14 languages, to every region of the world. Mr. Sienkiewicz actively supported open standards for the travel industry as a member of the Open Travel Alliance's architecture committee. The Open Travel Alliance is the standards body for the travel industry. He is a founding member of George Washington University's technology transfer council and had been Entrepreneur-in-Residence for the University. In 2006, he completed and published his first book, Centerlined. Mr. Sienkiewicz retains professional memberships in numerous organizations to include the National Association of Corporate Directors, AFCEA, and MindShareDC.

Dr. Ron Ritchey

Dr. Ritchey has an active interest in secure network design and network intrusion. He and his team focus on the identification and elimination of the root causes of information assurance weaknesses. This team is composed of five major elements; assessment, governance, engineering, operations, and education. This combination of services allows the team to address a broad range of computer security issues including recent work in Cloud Computing and anti-phishing. Dr. Ritchey is also an active researcher in the field with peer-reviewed publications in the area of automated network security analysis and is one of the co-authors of the recently published IATAC Insider Threat State of the Art Report. Dr. Ritchey has authored courses on computer security that have been taught across the country and often lectures on computer security topics. He holds Master's and Bachelor's degrees in computer science and a Ph.D. in Information Technology from George Mason University. His doctoral research involved automating network security analysis.


David Smith
Chief Technology Officer

David Smith brings more than twelve years of engineering and management experience to Citrix, and is the CTO of Citrix Federal. David has worked with government customers to implement Citrix application delivery solutions in support of their continuity of operations, information security, green IT, and telework initiatives. David is a regular speaker at industry events and is a spokesperson around technology initiatives such as Data Center Virtualization, Network Optimization, Disaster Recovery, Telework, Cloud Computing, Thin Client, and IT Consolidation.

Prior to Citrix, David worked in the NASA Software Assurance Technology Center leading efforts to improve the security and reliability of applications developed for NASA programs.

David has a Bachelors of Science in Computer Science from Loyola College in Maryland.


Tim Harder
Business Development

Tim joined EMC ten years ago as the Global Principal Architect for Network Attached Storage. Initial responsibilities included analysis of the emerging opportunity, education for EMC teams and extensive partner training. During his tenure with EMC, Tim has enjoyed a wide range of individual contributor and leadership roles. He has led material size campaigns for EMC in more than 30 different countries. His core technical competencies in high performance compute and multi-protocol file systems have provided an opportunity to work with most of the firms listed on Forbes Global 2000 and nearly every Fortune 500 firm.. Tim has been a featured lecturer at the PDVSA-EPM Forum, Network Storage Road Show, PM-NSC, and highly visible accounts in the Oil/Gas + Government Community. Tim has been awarded the EMC Rockstar of the Year, Platinum Player and Club 101 designations. Prior to joining EMC, Mr. Harder held the position of Managing Consultant for a sizeable PC manufacturer where he was responsible for the build-out and daily operations of the Professional Services line of business. Previous experience includes Analyst and IT Director positions in the field of RFID. Tim's undergraduate degree work in Economics was at Harvard; he additionally holds advanced certificates in foreign language. Tim currently is leading the business development efforts for EMC Cloud Computing in the national public sector.
