Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.
Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.
Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.
Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.
Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.
Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.
Edward J. O'Hare

Edward J. O'Hare serves as Assistant Commissioner for GSA's Integrated Technology Services (ITS) portfolio within the Federal Acquisition Service (FAS). He is responsible for the largest "Fee for Service" Information Technology (IT) procurement and services operation in the United States government.
ITS is responsible for the development, planning, management and operations of all government-wide GSA IT and Telecommunications contracts. Mr. O'Hare leads a highly skilled and diverse workforce that manages more than seven thousand contracts providing products, services, and solutions to nearly 135 federal agencies and departments in approximately 190 countries. GSA's FAS ITS portfolio consists of the IT Schedule 70 program, the Office of Management and Budget - chartered IT Government-Wide Acquisition Contracts (GWACs), the Network Services programs, and several strategic government-wide initiatives such as the Managed Service Office for Homeland Security Presidential Directive-12 (HSPD-12) and the SmartBUY software strategic sourcing program. ITS actively works with GSA's customers and industry partners to ensure that its array of IT and Telecommunications offerings are relevant and timely in support of the broad-ranging missions of federal, state and local customers.
Mr. O'Hare has a long history with GSA, highlighted by many recognized accomplishments that represent significant contributions to effective and efficient government. In 1996, he was named Chief Information Officer (CIO) for the Federal Supply Service where he led the development of GSA Advantage! and GSA Auctions electronic commerce systems. These early e-tools for GSA customers earned the ComputerWorld Smithsonian Award and were named "Best Fed on the Web" by Government Executive magazine for the two years in a row.
From 2002 to 2003 he served as Assistant Commissioner for Global Supply and helped put those programs back on the map and strengthened the supply chain capability to meet specialized needs, including those of the military in preparation for the U.S. invasion of Iraq.
After a few years of service within the private sector IT industry, Ed O'Hare returned to GSA in 2006 to serve as the first Assistant Commissioner for the Office of Strategic Planning and Business Process Improvement in the newly designed Federal Acquisition Service. Under his leadership FAS completed necessary steps to prepare for and launch the new organization enterprise-wide, with a balanced organizational perspective for strategic business planning and performance management. He also championed FAS strategic objectives to facilitate the evolution of FAS, and directed the evaluation of Business Process improvement methodologies that led to establishment of an effective program of Lean Six Sigma expertise and capability within the new Service. In 2007 he was named CIO for FAS. He oversaw the FAS implementation of GSA's consolidated, unified technical support capability, provided leadership and guidance for the development and management of FAS business support
Vaughn Noga

Vaughn Noga is EPA's Acting Chief Technology Officer and Director of the Office of Technology Operations and Planning. Vaughn has served in a senior executive role at the Environmental Protection Agency since 2008. Prior to direct public service, Vaughn spent the better part of 4 years supporting EPA - with the last 2 ½ years as the Chief Technology Officer for CSC's Environmental and Citizen Solution's(ECS) group. Vaughn is a seasoned IT professional with more than 15 years experience in this field.
Throughout his career Vaughn has distinguished himself as an innovative thought leader with a unique ability to deliver strategically aligned, technically sound and cost effective IT solutions. Prior to his roles as CTO, Vaughn held the position of Senior Solutions Architect and CSC's Director of Integration and Advanced Technologies at the Aeronautical Systems Center Major Shared Resource Center at Wright-Patterson AFB, OH. In that role Vaughn managed an integration staff and provided technology and integration support to his customer in the areas of High Performance Computing (HPC), storage, and networking.
Jake Wooley

Jake Wooley is the Deputy Director, IT Management Office, Energy IT Services, for the Department of Energy's Office of the Chief Information Officer. Jake is responsible for developing and managing the OCIO's Green IT program and initiatives.
Jake has more that twenty five years civil service and military experience with DOE and DOD. Prior to joining the DOE OCIO in 2007, Jake was the manager of Information Management services for the Office of Civilian Radioactive Waste Management (OCRWM) in Las Vegas, NV. He was responsible for management of OCRWM's IT infrastructure, communications, records management, and cyber security.
Before joining DOE, Jake was the Chief of Telecommunications Operations for U.S. Army-Europe (USAREUR). He was responsible for managing installation and operations of command, control, communications and computers systems for U.S. Forces deployed in the European Theater. He directed the operations of tactical and strategic communications for U.S. and NATO humanitarian and peacekeeping missions in the Balkans and Africa. He also served as the USAREUR frequency manager deployed to Saudi Arabia to support Operations Desert Shield/Storm. Prior to joining Civil Service, he served in various leadership and staff positions as an officer in the U.S. Army Signal Corps.
Jake is a 1975 graduate of the United States Military Academy, West Point, N.Y. and received a Master's Degree in Management Information Systems from the University of Southern California, Los Angeles, CA.
Donald Bathurst

Donald G. Bathurst is Chief of Administrative Services for the Department of Homeland Security. He is responsible for delivery of administrative services to the Department, including facilities acquisition, facilities management, inventory management, records management, health and safety programs, environmental compliance, mail room, motor pool, fleet management and a customer service center.
He served as the Director of the Office of Asset Management at DHS, responsible for planning, development, acquisition, management, protection, and disposal for all tangible assets of the Department of Homeland Security.
Mr. Bathurst has served within FEMA as the Director of the National Dam Safety Program, coordinating the activities of 24 Federal agencies and the 50 States; as director of building sciences and public education programs in the Mitigation Directorate; and as the Deputy U.S. Fire Administrator, where he was instrumental in establishing counterterrorism training, coordinating anti-arson efforts and putting facility management plans in place for the National Emergency Training Center.
Prior to his service at FEMA, he spent more than 15 years at the General Services Administration where he served as the Chief Fire Protection Engineer. He also served in a variety of other roles including Acting Director of Safety, Chief of Environmental Management, and Acting Director of Repair and Alteration. He started his career as a firefighter and Emergency Medical Technician in Prince William County, Va., and Prince George's County, Md.
His accomplishments have been recognized through numerous awards from within the government and the private sector, including the 1992 Arthur S. Flemming Award as one of the top five managers in Federal service and the NSPE Federal Engineer of the Year award for GSA. His contributions to risk management and fire performance estimation have been internationally recognized, most notably by the Society of Fire Protection Engineer's President's Award. He is a Fellow of the Society of Fire Protection Engineers.
Mr. Bathurst holds a Bachelor of Science degree in Fire Protection Engineering from the University of Maryland and a Master of Public Administration from The American University.
Tom Simmons- Area Vice President for Federal Systems, Citrx Systems

Tom Simmons is the Area Vice President for Citrix Federal Systems. Tom brings Citrix over 25 years of information technology sales and management experience, with a core emphasis on the Public Sector market. Tom acts as both spokesperson and advocate for public/private partnerships around technology initiatives such as Disaster Recovery, Telework, HSPD-12, SOA, Thin Client, and IT Consolidation.
His understanding of the unique requirements of both government customers and the systems integrators who support them has helped drive Citrix's year-over-year growth in this market. Prior to Citrix, Tom has served in senior management positions with companies like Trend Micro, MicroWarehouse and Compaq driving their Federal sales efforts.
John Frey

With over 20 years of global experience in sustainability, Mr. Frey brings a perspective that is highly valued by HP customers, governments, non-governmental organizations, industry analysts and journalists on the topics of sustainability, strategy development, climate impacts, asset disposition, lifecycle design of products, stakeholder engagement and brand protection. He provides practical suggestions for implementing sustainable practices throughout the lifecycle, increasing the efficiency of IT infrastructures, and enhancing brand reputation through effective programs. His leadership led HP to annually be named one of the 100 most sustainable corporations in the world by The Global 100 and be listed on key sustainability indices including the Dow Jones World Sustainability Index and FTSE4Good.
Mr. Frey is widely quoted on sustainability topics by global broadcast, online and print media such as Financial Times, InfoWorld, SkyNews, CNET, MSNBC, BusinessWeek, Wired, The Wall Street Journal, ZDNet, CCT (China) and the Sky Radio Network.
Prior to HP, Mr. Frey held leadership roles with ARCO, Boeing, Compaq and NASA's Goddard Space Flight Center.

Robert Dix

Bob Dix is the Vice President of Government Affairs & Critical Infrastructure Protection for Juniper Networks, an industry leading technology company delivering trusted high performance networking and security solutions to the global marketplace. Mr. Dix has enjoyed a distinguished career in both the public and private sector, and is widely recognized across industry and government as a subject matter expert and a leading policy expert in furthering government - industry partnerships to protect this nation's critical infrastructure. He was honored in 2008 with the prestigious Fed 100 award.
Mr. Dix has served in senior executive positions in the IT sector, as well as appointed and elected positions in the public sector. Prior to joining Juniper, he served as the Executive Vice President for Government Affairs & Corporate Development at Citadel Security Software. While with Citadel and continuing at Juniper, Mr. Dix has been active in IT and Telecommunications industry leadership roles.
Among his various roles with Juniper, Mr. Dix serves on the Industry Executive Subcommittee ( IES ) of the President's National Security Telecommunications Advisory Committee ( NSTAC ). In that role, he represents Juniper and its CEO, who is a Principal member appointed by the President of the United States. Mr. Dix represents Juniper as Chair of the Cyber Collaboration Working Group and on several task forces, examining issues related to national security and emergency preparedness communications. He served as Vice Chair of the Global Infrastructure Resiliency Task Force.
Mr. Dix has served as Chairman of the IT Sector Coordinating Council since April, 2008. He was elected to the inaugural Executive Committee in 2006 and has served previously as Secretary and Vice Chair.
Dix is active with the Partnership for Critical Infrastructure Security ( PCIS ), where he is the principal representative of the IT sector, and was elected to the Executive Committee in 2008. Dix has been active in facilitating improved integration of the private sector CI/KR into the planning and execution of the National Exercise Program, testing our nation's emergency preparedness, including the TOPOFF and Cyber Storm series of National Level Exercises.
Mr. Dix serves in a leadership role with the Industry Advisory Council ( IAC ), where he was elected to the Executive Committee in 2007 following terms as Chair and Vice Chair of the Information Security & Privacy Shared Interest Group.
Dix also represents Juniper Networks on the National Security Task Force of the U. S. Chamber of Commerce and with the Information Technology Association of America ( ITAA ). He continues to represent Juniper and participate with the IT-ISAC and the Communications Sector Coordinating Council, and represents Juniper on the Board of SAFECode.
During the 108th Congress, Mr. Dix served as the Staff Director for the House Government Reform Subcommittee on Technology, Information Policy, Intergovernmental Relations and the Census.
Previously Mr. Dix had served as a senior professional staff member to the House Oversight Subcommittee on the District of Columbia during the late 1990's.
During his career, Mr. Dix also was privileged to serve his community as a local government elected official for 12 years. He was elected to the Vienna Town Council in 1988 and re-elected in 1990. In 1991, Mr. Dix was elected to the Fairfax County Board of Supervisors and re-elected in 1995, where he served as the Hunter Mill District representative. During that time, Mr. Dix also served in a number of regional, state, and national municipal leadership positions, including a term as Chairman of the Metropolitan Washington Council of Governments. Mr. Dix was appointed by the Governor and served as a member and Vice Chairman of the former Virginia Baseball Stadium Authority.
Mr. Dix has also been a community volunteer for his entire adult life, primarily focusing his attention on organizations and activities involving young people and character development. He has coached a variety of sports during his volunteer career including football, baseball, and basketball, and continues today to coach AAU girls' basketball. In addition, he serves as President of the Virginia High School League Foundation Board and as a member of the Board of Trustees for Youth for Tomorrow.
