Outside report reimagines the Senior Executive Service

Thirty-one years ago, Congress set up the Senior Executive Service to provide agencies with solid leadership. This morning, a group of government analysts and consultants say the 7,000 member system needs a major overhaul. The report from Booz Allen Hamilton and the Partnership for Public Service says the SES hardly meets expectations. They suggest splitting it into three sections. Abe Zwaney, Vice President for Booz Allen Hamilton, joins us now to detail the findings and recommendations.
