Jim Flyzik is the President of TheFlyzikGroup www.theflyzikgroup.com . The company specializes in Strategic Business Consulting, Performance Based Contracting Consulting and Training and Thought Leadership media events. The company assists small, medium and large companies in providing world-class government services. Jim also serves as the Chairman of the Information Technology Association of America Committee on Homeland Security. Jim also hosts the monthly radio program, The Federal Executive Forum on WFED 1500 AM and www.federalnewsradio.com .

Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.

Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.

Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.
Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.

Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.

Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.



Henry Sienkiewicz
Technical Program Director, Computer Services
Defense Information Systems Agency


Henry J. Sienkiewicz is the Technical Program Director, Computing Services Directorate, Defense Information Systems Agency. Mr. Sienkiewicz was born in Charleston, South Carolina and was raised in Connecticut. He graduated in 1985 from the University of Notre Dame, Notre Dame, Indiana, with a Bachelor of Arts Degree in Government and International Studies. He spent his sophomore year as an exchange student at the National Taiwan University, Taipei, Taiwan. Mr. Sienkiewicz was awarded a Masters of Science degree in Business (Information Technology Systems) from the Johns Hopkins University, Baltimore, Maryland in 1996. He is currently completing his PhD studies in Business, concentrating on entrepreneurship.

Upon graduating from Notre Dame, he was commissioned an infantry second lieutenant in the United States Army. As a lieutenant he served at Camp Greaves, Republic of Korea and at Fort Dix, New Jersey. He served as a company commander during this period. Upon promotion to captain, Mr. Sienkiewicz branch transferred into the Signal Corps. As a Signal officer, he served at as a Camps Greaves and Casey, Republic of Korea and at Fort Ritchie, Maryland. He served 11 years of active service.

In 1996, he left active duty and joined OAO Corporation, Greenbelt, Maryland, as its Director for Corporate Information Services. He focused on corporate metrics, technology standardization and business development. Mr. Sienkiewicz was one of the architects of the winning outsourcing proposal for NASA's Jet Propulsion Laboratory's DNS contract. In 1998, Mr. Sienkiewicz joined User Technology Associates, Arlington, Virginia, as its Director, Corporate Information. He focused on corporate metrics and developing a commercial outsourcing business unit. In 1999, he left government contracting to enter the travel industry as the Vice-president for Computing Service for the Airline Tariff Publishing Company (ATPCO), Dulles, Virginia. At ATPCO, he was directly responsible for the daily distribution of over 97% of the pricing information for the global airline carrier community. He formulated and instituted numerous initiatives toinclude corporate governance metrics using the Balanced Scorecard framework, comprehensive short and long term capacity management, and the web delivery of all business critical services. In all three positions, he was a direct report to the company's President/Chief Executive Officer or President/Chief Operating Officer. During this period he remained a member of the United States Army Reserve, initially serving a Signal Observer Controller with the 78th Regiment, Baltimore, Maryland, and subsequently with the Defense Information Systems Agency.

In 2004, he was mobilized and returned to active duty. During his mobilization tour, Mr. Sienkiewicz served with US Central Command J6 as the Chief, Business Management Branch. He returned to DISA as a reservist in 2005. Mr. Sienkiewicz will retire from the United States Army Reserve in July 2008, with the rank of lieutenant colonel.

In 2005, Mr. Sienkiewicz left ATPCO to start and run Open Travel Software, an open source, open standards software company. He had been the company's Chief Executive Officer until assuming his current position. Open Travel Software provides web-based enterprise resource planning solutions for small and medium hotels and car rental agencies throughout the world The company has won multiple awards for innovation within the travel industry. As of April 2008, the company has delivered over 2500 instances of its applications, in 14 languages, to every region of the world. Mr. Sienkiewicz actively supported open standards for the travel industry as a member of the Open Travel Alliance's architecture committee. The Open Travel Alliance is the standards body for the travel industry. He is a founding member of George Washington University's technology transfer council and had been Entrepreneur-in-Residence for the University. In 2006, he completed and published his first book, Centerlined. Mr. Sienkiewicz retains professional memberships in numerous organizations to include the National Association of Corporate Directors, AFCEA, and MindShareDC.

Mr. Ronald Bechtold
Army Architecture Integration Center, at Headquarters, Department of the Army, Chief Information Office/G6


Mr. Ronald Bechtold assumed the position of Director, Army Architecture Integration Center, at Headquarters, Department of the Army, Chief Information Office/G6 on 1 June 2006.

Previously, he served as the Executive Director, Information Technology Agency, where he managed the operations of information infrastructure supporting all Pentagon organizations. He also provided leadership and direction for desktop operations supporting the Army staff.

Prior to serving as Director, Mr. Bechtold served as the Deputy Director for two years. As the Deputy Director, he was responsible to the Administrative Assistant for information technology matters in support of the Headquarters, Department of the Army and information technology operations support services for the Pentagon and National Capital Region.

Mr. Bechtold began his career in the Federal Government in 1975 as an Army Material Command quality assurance intern, and has held a variety of professional positions of increased responsibility throughout his 30 years of government service. Ron changed careers when he joined the Europe Division of the Corps of Engineers as a software developer he developed his project management skills supporting the Army Military Construction Program. Upon returning to the United States he worked on the Army Staff as the systems manager of the Army's Supercomputer Program and later as a strategic planner for the Army's $4B Command, Control, Communications and Computer Investment Program. Ron returned to Europe in the early 90s to assist in establishing the Marshall Center, a school to educate senior officials of Central and Eastern Europe about democracy, market economies and civilian control of the military.

Mr. Bechtold began his tenure in the Office of the Administrative Assistant in July 1997, as Director of Architecture and Engineering in the Single Agency Manager. In October 2001, he became the Technical Director, Information Technology Agency, and in September 2003, became the Deputy Director Information Technology.

Mr. Bechtold holds a Bachelor of Science Degree in Mathematics and is a graduate Industrial College of Armed Forces. His numerous awards include: two Decorations for Exceptional Civilian Service, the Superior Civilian Service Award and the Achievement Medal for Civilian Service.

Ron resides in Clifton, Va. He is married to Madeline Dillman Bechtold. They have two children, Erika and Alyssa.




Curt Aubley
Chief Technology Officer CTO Operations & Next Generation Solutions
Lockheed Martin Information Systems & Global Services


Curt Aubley is the Chief Technology Officer of CTO Operations & Next Generation Solutions for Lockheed Martin Information Systems and Global Services (LMIS&GS). In this capacity, Aubley is responsible for leading the creation of next generation infrastructure, cyber security vendor management, and service management solutions, across Lockheed Martin product lines. He also leads Lockheed Martin IS&GS's NexGen Innovation & vendor technology evaluation team that investigates next generation customer focused solution innovations. This includes leading the solution architecture using agile development engineering techniques & ITIL operational processes for key new business captures including the FAA AFSS, USAF AFPCA, US Army USACE, JPL, and NASA ODIN contracts and was the recipient of the Lockheed Martin Nova Award and LMIT Presidents awards.

Prior to joining Lockheed Martin in 2002, Mr. Aubley has held positions of increasing responsibility including: Member of Technical Staff, Raytheon Digital Systems Lab; Commander and Chief Communications Engineer, Mogadishu, Somalia CPT US Army; Computer Systems Performance Engineer, US Army Computer Engineering Center (TIC); Vice President of Performance & Engineering, Neal Nelson & Associates; Level 7 Senior System Engineer, AT&T, Chief Systems Architect, NCR; CEO & CTO Of MightyView; Chief Information Officer of OAO Corporation; and Chief Technology Officer of OAO Corporation.

Mr. Aubley is a subject matter expert in Solution Architectures, Virtualization, Virtualization Automation & Management, Security, and Computer performance and has published various papers and articles on Innovation, Service Level Managements, ITIL, System Engineering, Virtualization, Enterprise Service Management, Security, UNIX, Linux, Networking, Windows NT/2000, security, and computer performance. HE has published articles and papers for: Lockheed Martin, Department of Defense, Sunworld Magazine, Windows NT Magazine, InfoWorld, Windows Magazine, and LMIT's Precision customer publication. He has also authored two books published by Prentice Hall: Tuning and Sizing NT Server (1998) and Tuning and Sizing Windows 2000 for Maximum Performance (2001) which are both in their second printings.

Aubley holds a variety of credentials including: Certified Information System Security Professional (CISSP), Certified Ethical Hacker (CEH), Certified Information Security Manager (CISM), NSA INFOSEC Assessment & Evaluation Methodologies (NSA IAM & IEM), Microsoft Certified Systems Engineer (MCSE). He received his B.S. in Electrical Engineering from Northeastern University and completed computer engineering graduate work while attending the Air Force Institute of Technology located in Dayton, OH where he completed the U.S. Army's Teleprocessing Operations Officer Course.




Dale Wickizer
Chief Technology Officer-Public Sector
NetApp, Inc.


Dale Wickizer is the Chief Technology Officer of the Public Sector at NetApp, Inc. He is also part of the Office of the CTO for all of NetApp, Inc. His responsibilities include setting future technology and product directions for the Public Sector group and managing key customer relationships. Before NetApp, Dale was an Associate Partner and an IT Infrastructure Architect at Accenture, where he was responsible for helping Fortune 500 and Global 1000 companies plan and execute IT transformations, data center consolidations and rollouts of large enterprise applications and storage infrastructures, to help those companies reduce cost and be more competitive. Dale played a fundamental part in establishing strong alliances between Accenture and key storage vendors (such as EMC and NetApp), and was viewed across the firm as a storage expert.

Preceding his years at Accenture, Dale was a senior systems analyst for GRC International. He was involved in the design of high resolution acquisition, tracking and pointing systems for the Strategic Defense Initiative. Also, as a contractor to NASA headquarters, he served as the Flight Operations Manager for the Earth Observing System and developed and built a desktop shuttle simulator for the Manned Space Flight Program. Before leaving GRC International, Dale gained IT experience by helping design their corporate-wide network and managing one of their data centers.

Prior to his job at GRCI, Dale served in the U. S. Navy, working at Naval Reactors for Admiral Rickover, leading the design of fault tolerant reactor protection systems for nuclear submarines.

Dale holds both a Bachelors and a Masters Degree in Electrical Engineering from the Georgia Institute of Technology. He also completed Reactor Design School at Bettis Atomic Power Laboratory as part of his Navy training.




Aileen Black
Vice President of Public Sector VMware Inc.

Aileen Black, Vice President of VMware's Public Sector business, leads a team of almost 90 professionals in helping Federal agencies meet their unique challenges and requirements with the application of Virtualization technology. Prior to VMware, was the Operations Director at EMC, and also held senior management positions at Oracle, Ontos and Data General.

Aileen is a frequent speaker at various industry forums, and is also the featured speaker on WTOP's "Virtualization Expert" program. She holds an MBA in Finance and Marketing from Marymount University and a BS in Information Systems and Business Management from the University of Tampa.
