Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.
Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.
Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.

Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.
Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.

He joined FEMA after serving as Executive Director of Infrastructure Operations at the Department of Homeland Security's Office of the Chief Information Officer. There, he was responsible for day-to-day operations on a large wide-area network supporting both classified and unclassified data as well as a global e-mail system, a 125,000 square-foot data center and a LAN environment supporting DHS Executive Staff. In addition, he was charged with the planning and execution of all IT Continuity of Operations activities.
From 2000-2004, Mr. Cira was Vice President of Programs and Operations for a major telecommunications company.in Washington, DC. He was responsible for managing the successful implementation of government markets civilian and defense network and professional services contracts.
Earlier in his career, Mr. Cira worked at the Defense Information Systems Agency and for the U.S. Air Force in several locations.
He has a Bachelor's degree in Engineering Management from the U.S. Air Force Academy and a Master's degree in Acquisition Management from the Air Force Institute of Technology. He was a research fellow at the Industrial College of the Armed Forces.

In her role, Ms. Gibson is also the County's Chief Technology Officer, responsible for developing an enterprise technology environment that leverages the county's IT investments and which is well suited for the vast array of needs throughout County agencies well positioning the County to take advantage of relevant IT trends and directions. She advises executive County management on information technology matters and serves on a number of County-wide committees, including the County's Executive Technology Steering Committee of senior County officials.
Ms. Gibson is a member of several professional groups including most recent Chair of the Washington Metropolitan CIOs, Council of Governments CIO Committee (2006-2007Chair), National Capital Region Interoperability Working Group, and the Commonwealth of Virginia Interoperability Advisory Group. In these venues she has been instrumental in enhancing capabilities for Homeland Security and Interoperability supporting emergency response and intelligence. She is also a member of Virginia IT Leaders, Metropolitan Information Exchange and Government Management Information Society.
Under Wanda's leadership, Fairfax County has enjoyed numerous state and national awards and recognition for its IT and e-government programs, including one of only two governmental entities to be named in the 2006 Top Best IT Places to Work, and Best of the WEB 2007 by Digital Counties. She was awarded 2003 Public Official of the Year, a prestigious award given annually to governors, mayors, legislators and other elected officials and government executives by Governing Magazine. In October 2007, Ms. Gibson was named as one of the Top Five Women CIOs nationally by Government Technology Magazine covering Federal, State and Municipal CIOs across the US.
Prior to her career at Fairfax County, Ms. Gibson was the Director of the Office of Information Technology & Services for Arlington County, Virginia, Executive Director for Information Systems & Services at Howard University, and in client management for IBM and AT&T as both a public and education sector Industry Certified Consultant.

Tim earned a B.B.A. and J.D. from the University of Georgia, an M.S. in accounting from the University of Virginia, an M.S.P.P. in telecommunications policy from the Georgia Institute of Technology, and an M.A.L.S. from Georgetown University. He is also a certified public accountant.

In that role, Mr. Dix worked with Subcommittee Chairman Adam Putnam and Government Reform Committee Chairman Tom Davis to conduct federal agency oversight in accordance with the charter of the Committee. A major objective of the Subcommittee through its oversight responsibility was to help facilitate business process transformation throughout the federal government utilizing technology, while also working to achieve the goals of the President's Management Agenda.
Mr. Dix worked on important government-wide issues such as e-government, information sharing, and the growing challenge of securing federal government computer networks, systems, and desktops against the increasing threat of a cyber attack. Improving information security and privacy across the federal government, and working with the private sector, academic and non-profit communities to achieve solutions that will enhance the prevention, protection, response, recovery, and reconstitution of the nation's critical infrastructure produced by cyber events that are intentional or the result of a natural disaster were priority objectives of the Subcommittee.
Mr. Dix became widely recognized in government and the private sector for his leadership on these important public policy issues. Mr. Dix is regularly invited to participate as a speaker, panelist or contributor at conferences, workshops, and panel discussions around these important topics.
Previously Mr. Dix had served the Congress as a Senior Professional Staff member to the House Oversight Subcommittee on the District of Columbia during the late 1990's.
While with Citadel and continuing with Juniper, Mr. Dix has been active in IT industry leadership roles, including being elected to the Executive Committee of the Industry Advisory Council in June, 2007. This followed serving as the Chairman of the Industry Advisory Council's Information Security and Privacy Shared Interest Group after serving as Vice Chair and Chair in 2005 and 2006. Additionally, Mr. Dix was elected to the Executive Committee for the IT Sector Coordinating Council in 2006, and as an officer in 2007, where he has worked actively on the development of the National Infrastructure Protection Plan ( NIPP ) and the corresponding Information Technology Sector Specific Plan ( SSP ).
In his role with Juniper, Mr. Dix has been appointed to the Industry Executive Subcommittee of the President's National Security Telecommunications Advisory Committee ( NSTAC ), where Juniper's CEO is a Principal member. Mr. Dix represents Juniper in day to day committee activities including the International Committee and the Global Infrastructure Resiliency Task Force. Dix has continued to be active with the IT-ISAC and the Partnership for Critical Infrastructure Security, where he is currently leading the private sector liaison effort to the TOPOFF 4 National Full Scale Exercise scheduled for October, 2007.

During his career, Mr. Dix also has been privileged to serve his community as a local government elected official for 12 years. He was elected to the Vienna Town Council in 1988 and re-elected in 1990. In 1991, Mr. Dix was elected to the Fairfax County Board of Supervisors and re-elected in 1995, where he served as the Hunter Mill District representative for eight years. During that time, Mr. Dix also served in a number of regional, state, and national municipal leadership positions, including a term as Chairman of the Metropolitan Washington Council of Governments.
Mr. Dix has also been a community volunteer for his entire adult life, primarily focusing his attention on organizations and activities involving young people and character development. He has coached a variety of sports during his volunteer career and continues to coach AAU basketball.

He is one of the leaders of the Firm's Security team, supporting key clients including the Department of Homeland Security (DHS), US Northern Command, Department of Health and Human Services, and various law enforcement and counter-terrorism agencies. He also leads the Firm's Global Risks Initiative Task Force, as well as the Pandemic Task Force, supporting Government and industry in preparedness, resiliency, and continuity of operations. Dr. Himberger leads the Firm's efforts supporting FEMA, leading a team providing a broad spectrum of preparedness and response skill sets. These experts uniquely respond to national and regional requirements in the areas of emergency management, crisis response, and disaster recovery.
He is part of the leadership for the Firm's Science and Technology (S&T) service offering, drawing together a broad spectrum of scientists, technologists, engineers, and related experts to support DOD, DHS, and other government agencies and activities. These technical staff support a wide range of efforts from basic research planning to technology transition.
Prior to Booz Allen, Dr. Himberger served as the Technical Director of GTE/BBN Laboratories' Sensors & Systems Technology Division, where he supported DARPA, DOD laboratories and acquisition commands, and various international (e.g., Japan, UK) defense and commercial efforts. He led modeling and simulation efforts, as well as development of operational systems to provide direct support to combat missions.
