Jim Flyzik
President

Jim Flyzik is the President of TheFlyzikGroup www.theflyzikgroup.com . The company specializes in Strategic Business Consulting, Performance Based Contracting Consulting and Training and Thought Leadership media events. The company assists small, medium and large companies in providing world-class government services. Jim also serves as the Chairman of the Information Technology Association of America Committee on Homeland Security. Jim also hosts the monthly radio program, The Federal Executive Forum on WFED 1050 AM and www.federalnewsradio.com .

Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.

Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.

Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.


Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.

Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.

Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.





John W. McManus

John McManus is the Deputy Chief Information Officer (CIO) and Chief Technology Officer (CTO) for the Department of Commerce. John leads the definition and development of DoC's Information Technology architecture and ensures that it meets the needs of the Department and integrates innovative technologies. Dr. McManus joined the Department of Commerce from NASA, where he served as Deputy Chief Information Officer and Chief Technology Officer. He has also served as Vice President of the Software Technology Center at Lucent Technologies' Bell Laboratories in Murray Hill, NJ, and Vice President for Research at Cigital, Inc., following a career in flight simulation research and development at NASA's Langley Research Center. John received his Ph.D. and M.S. in Computer Science from the College of William and Mary, and a B.A. from Randolph-Macon College.





Peter Tseronis
Director of Network Services
U.S. Department of Education

Peter Tseronis serves as the Director of Network Services for the Office of the Chief Information Officer (OCIO) at the U.S. Department of Education (ED). As Director, Mr. Tseronis oversees and manages a multi-million dollar budget for ED's telecommunications and networking infrastructure, including voice, video and data communications services, equipment, and facilities throughout the nation.

Prior to his arrival at ED OCIO, Mr. Tseronis was a management analyst at the Pentagon for the U.S. Army and then joined ED to serve a key role in the modernization of the financial management systems for Office of the Chief Financial Officer (OCFO).

Mr. Tseronis is ED's IPv6 Transition Manager and the co-chairman of the OMB/CIO Council's Federal IPv6 Working Group. In addition, he is a voting member on the Interagency Management Council (IMC) for Federal Telecommunications, supporting the GSA FTS2001 to GSA Networx transition. Pete is an active member of the Independent Telecommunications Pioneer Association (ITPA) board and serves on the Government Advisory Panel for the ACT/IAC Networks and Telecommunications SIG.

Mr. Tseronis earned a B.A. in Communications from Villanova University in Villanova, Pa., a M.S. in Information and Telecommunication Systems for Business from The Johns Hopkins University in Baltimore, MD, and is a certified Project Management Professional (PMP). Pete, his wife Betsy, and son, Jake, reside in Gaithersburg, Md.




Charlie Wisecarver
Deputy Chief Information Officer and Chief Technology Officer

Mr. Wisecarver, a career member of the Senior Foreign Service, assumed the duties of the Deputy Chief Information Officer and Chief Technology Officer of the Department of State on June 5, 2006. Previously he was the Director of the State Messaging and Archive Retrieval Toolset (SMART) Program Office. SMART is the Department's top information technology priority and will modernize disparate legacy-messaging systems and establish a single centralized system for all types of documents including telegrams, memoranda, e-mails, and Diplomatic Notes.

Approximately half of Mr. Wisecarver's career has been spent working as an Information Management Specialist in overseas missions. He has served in Ecuador and Mexico managing the Embassy's computer systems and telecommunications networks. In domestic assignments Mr. Wisecarver served as the Director of the State Department's Messaging Systems Office for four years. In this position he was responsible for enterprise telegram and e-mail delivery. Prior to Y2K he oversaw the modernization of all consular computer systems around the world.

Before joining the State Department, Mr. Wisecarver served as a computer programmer analyst for Department of Defense and a Peace Corps Volunteer in Niger. Mr. Wisecarver is married with two children.




Frederick Schobert
Networx Program Manager

Fred Schobert is the Networx Program Manager for the General Services Administration's Federal Acquisition Service. Mr. Schobert leads a team of over 100 professionals engaged in simultaneously competing two large acquisitions, Networx Universal and Networx Enterprise, which together will provide agencies with unprecedented access to network solutions provided by teams of telecommunications, information technology, wireless, and satellite industry leaders. Networx will replace FTS2001 contracts that currently support 135 of 184 Government agencies. The Networx program is valued at an estimated $20B over the 10 year life of the contracts and may be the largest telecommunications acquisition ever competed. Networx will provide world wide continuity of the mission critical Federal telecommunications services that underlie government operations, while adding the state of the practice services that will achieve a seamless, secure, and interoperable government network. Mr. Schobert was named a 2006 FED 100 Award winner acknowledging his work in this position.


Prior to joining GSA, Mr. Schobert was a Vice President with SAIC, where he managed a large information technology division serving multiple Federal agency customers. Before joining SAIC, Mr. Schobert was the Director of Program Management for Allied Signal (now Honeywell) Government Electronic Systems, and a Senior Vice President and Division Group Manager with CACI responsible for several divisions.

Prior to his career in private industry, Mr. Schobert served 26 years in the U.S. Navy, retiring with the rank of Captain (O-6). Early in his career he served in various operational positions as a Naval Flight Officer. He later held numerous acquisition positions including manager of the Navy's Aerospace Engineers and Executive Officer for the Naval Aviation Depot (NADEP) in Jacksonville, Florida. During his tour at the NADEP, Mr. Schobert received Letters of Appreciation from the Governor of Florida and Mayor of Jacksonville for his leadership of the 4,200-person workforce and his creation of an innovative partnership with the local school system to fill critical jobs. At the time of his retirement, Mr. Schobert commanded the Navy's Air Combat Electronics Program Office, which was responsible for procuring aviation electronic systems for 32 different types of Navy and Air Force aircraft. Under his leadership, the program won the Secretary of Defense Superior Management Award for Outstanding Program Management and received a Secretary of the Navy Letter of Commendation for superior performance. In addition, he was personally awarded the Navy's Value Engineering Award for outstanding program management.

Mr. Schobert holds a B.S. degree from the U.S. Naval Academy and an M.S. in Operations Research/Systems Analysis from the Naval Postgraduate School. He attended the Program Manager's course at the Defense Acquisition University and an Executive Program at the University of Virginia's Darden School of Business.





David West
Director, Field Operations

David West is the Director of Field Operations for Cisco's Federal Segment and has been with Cisco for 7 years. In his current position, David is charged with Cisco Federal's Center of Excellence (COE) responsible for delivering COTS products and solutions tailored to meet Federal requirements. In this role, David works to identify technical and competitive trends and then works cross functionally to develop and execute on strategic initiatives that deliver the right architectures and solutions to market.

Prior to David's current role, he served as the Senior Manager, Systems Engineering for Cisco's Department of Defense (DoD) Operation. In this position, David was responsible for DoD System Engineers and Managers worldwide who provided pre-sales engineering support to both partners and customers. David has held a variety of other positions at Cisco, including: Sr. Manager, Advanced Technologies responsible for voice, security, optical, and wireless engineering and pre-sales support; Sr. Manager, Systems Engineering in support of National Programs and Intelligence; Systems Engineering Manager, worldwide support for the Navy and Marine Corps.

David is a Marine Officer and a graduate of the Virginia Military Institute (VMI) and holds a MS, Information Systems from the Naval Postgraduate School.







Tom Patterson
CEO & President

Tom Patterson is the founder and chief executive officer of Command Information, the largest and fastest growing pure-play IPv6 solutions company in America. Recently, Tom founded the IPv6 Business Council for the IETF, and published a critically acclaimed book, Mapping Security, on information security, privacy and governance around the world.

Tom has been the partner in charge of security operations for Deloitte in Europe, the Middle East and Africa; the managing director of KPMG/BearingPoint's global managed services business; and IBM's chief strategist for electronic commerce. He has served as a board member for several public companies, has advised all three branches of the U.S. Government on Internet and security policy, and is a trusted advisor to company executives across the globe.

Tom received his Bachelor of Science in Information Systems Management from the University of Maryland, and is a Distinguished Visitor at Universidad de Marquen in Guatemala. Tom has lived and worked around the world, and now resides with his wife and son in Great Falls Virginia.
