2010 and Beyond: Midterm changes the pay debate

Gov Exec\'s Tom Shoop discusses his top stories of 2010.

Tom Shoop, editor-in-chief of Government Executive, told the DorobekINSIDER that the midterm election was the top story of the year.

The election, Shoop said, “is changing the terms of the debate on most everything, from pay freezes to open government to budgeting.”

In this age of austerity, federal employees have been subject to “bureaucrat-bashing,” Shoop said.

The upcoming budget battle, therefor, will be “wrenching,” he said.
