Federal web sites gather information about the people who visit them, just as private-sector sites do.

But since the citizen-government relationship is different from the customer-company relationship, the Center for Democracy & Technology and the Electronic Frontier Foundation say the way agencies think about privacy should be different.

Their suggestions are contained in a report called “Open Recommendations for the Use of Web Measurement Tools on Federal Government Web Sites.”

Alissa Cooper, CDT’s Chief Computer Scientist, reviewed the list of recommendations and told me more about them.
