Supporters say they foster relationships between agencies and contractors that understand their needs. VA has gone this route, awarding more contracts itself rather than relying on GSA. Kshemendra Paul Program Manager Information Sharing Environment Last year's WikiLeaks scandal revealed weaknesses in the government's attempts to keep classified information secret. The Information Sharing Environment began an exhaustive review of how classified information is kept and shared.
