East West Insittute: Cyber warfare needs global rules of engagement

The institute says that a comparable set of rules that apply to traditional warfare are needed in cyber war as well.

Traditional warfare has defined rules of engagement — and now cybersecurity experts are proposing similar global rules to cope with cyber weapons.

The proposal by the East-West Institute in New York and calls for steps to protect zones that run facilities such as hospitals or schools, to distinguish between military and civilian targets.

InfoSecurity reports Secretary of State Hillary Clinton and U.K. Prime Minister David Cameron weighed in on the proposal at the annual Munich Security Conference.

The East West Institute says, ambiguity about what constitutes cyber conflict is delaying international policy to deal with it.
