Are contracting reforms taking hold across government?

The Office of Management and Budget says agencies are turning the corner in reducing the risks in contracting.

A new fact sheet from OMB shows agencies are competing more contracts and using fewer risky types of procurements, such as time and materials.

But one former OFPP official says at least some of the progress could be attributed to insourcing.
