Rob Mancini, a seasoned technology executive with a 25-year record of delivering efficiency, reliability, and innovation in IT, serves as Chief Technology Officer (CTO) of the District of Columbia. Mancini was named to the post by District Mayor Vincent C. Gray on January 3, 2011 and confirmed by the DC Council in a unanimous vote on July 12, 2011.

As District CTO, Mancini heads the Office of the Chief Technology Officer (OCTO), an agency of over 500 staff that provides technology services and leadership for 86 agencies, 39,000 employees, over 600,000 residents and businesses, and millions of visitors to the District.

Mancini is a veteran OCTO executive. In 2003, he came to the agency to lead the implementation of the District’s first unified citywide email system. Following this success, he was tapped to lead OCTO’s Infrastructure Division, responsible for over half the agency’s staff, services, and budget.

Since taking the reins of OCTO, Mancini has—among other things: right-sized the agency’s budget; expanded the District’s high-speed telecommunications network, DC-Net; supported the District’s public schools with high-grade infrastructure and new applications; facilitated neighborhood crime-fighting and prevention through new mobile applications for the District police; created new performance management dashboards for District agencies; expanded and upgraded cost-saving centralized technology procurement programs; broadened the tools and data on the District’s public transparency websites; and launched a digital inclusion program comprising computer training, outreach, and a citywide public access broadband network.

Under Mancini’s leadership, OCTO has won nationwide accolades. In February 2012 the Obama Administration named Mancini a “Champion of Change” for OCTO’s pioneering work in high-speed broadband networking infrastructure. In March 2012 Mancini received the IDG Computerworld Honors Laureate for OCTO’s innovative IT Staff Augmentation program.

Before joining OCTO, Mancini served as an information-technology leader for major international firms such as British Aerospace/BAE Systems and America Online, where he managed multi-million-dollar technology budgets and led technically complex programs of national scope. He holds a bachelor’s degree from Radford University and a master’s in information systems from Shippensburg University.
