Congress passed that $700 billion dollar rescue with a provision in the bill that would penalize firms or banks that gave out massive executive compensation packages, or “golden parachutes”. At the last minute, however, the Bush Administration changed the provision, and now some analysts are saying that there’s a giant loophole in the law.
