A new bill to reform wartime contracting, which incorporates many of the recommendations made by a panel that studied the issue for four years, has garnered a mixed response.

Some have praised the proposed legislation as a vital first step, while other are disappointed it doesn’t go far enough in creating an independent inspector general specifically for contingency contracting.

In particular, some parts of the bill dealing with suspending and debarring contractors have given the contracting industry heartburn.”

Charles Tiefer, a professor of government contracting law at the University of Baltimore Law School, served on the contracting panel, which disbanded at the end of September after it made its final recommendations.

Tiefer joined In Depth with Francis Rose to discuss how closely the bill mirrors the commission’s recommendations.
