The Office of Personnel Management is pushing federal agencies to allow their employees to telework Wednesday to help ease traffic congestion stemming from the 50th anniversary celebration of the March on Washington. The federal government will remain open on Aug. 28.
Out of 300 employers to be recognized for creating flexible workplaces this year, the William Perry Center for Hemispheric Defense Studies is the only federal entity that made the cut.
The Office of Personnel Management needs to beef up its role in helping agencies set goals for increasing telework, the Government Accountability Office concluded in a new report. Under the 2010 Telework Enhancement Act, agencies are required to take new steps to increase the number of employees who telework -- and OPM is required to report to Congress on agencies' goals for doing so. But GAO found many new mandated reporting requirements went unmet in OPM's 2012 report to Congress, the first since the telework law went into effect.
The administration is expected to release a new directive in the coming weeks to update Circular A-127, which defines how agencies operate their financial systems. The new guidance is expected to open the market up to vendors and make it easier for agencies to transition to shared service providers.

The Small Business Administration and the American Federation of Government Employees inked a new three-year deal Thursday, extending a number of flexible workplace policies to more than 2,000 federal employees. Among the new benefits are streamlined telework privileges and the ability for employees to opt in to a four-day work-week with expanded hours each day.

The Office of Personnel Management wants to ensure the confusion over the status of federal offices during Hurricane Sandy is not repeated for future natural or man-made events. OPM officially released the new language Tuesday and updated its dismissal and closure procedures by incorporating the lessons learned from last month's superstorm and last January's ice storm. The language tries to simplify and clarify what federal employees should during natural or man-made disasters. OPM also wants agencies to refocus their efforts on telework so as many employees are able to work during an emergency as possible.
Despite the federal government closing its offices to the public on Monday and Tuesday, the U.S. Patent and Trademark Office was still able to average 70 percent productivity, thanks to its telework policy.
Frank Baitman, the CIO at the Department of Health and Human Services, said his agency applied lessons from this summer's Derecho as it prepared for the storm hitting the region this week. He said HHS tested and fixed server fail-over problems.

The goal was to achieve an efficient, effective and accountable government. A key strategy was to change the way the federal employee approached the job. In part three of Federal News Radio's week-long, multimedia special report, The Obama Impact: Evaluating the Last Four Years, we examine the tactics employed to create a more efficient workforce; hiring and SES reform, reducing backlogs in security clearances and retirement claims, building a cyber workforce, telework and the overall support of the civil servant. Four were rated as effective, two as more progress needed, and one as ineffective.
Kevin O'Brien, a human resources specialist in the Social Security Administration's Office of the Inspector General, was nominated for leading the organization's telework initiative.
