OMB offers first major rewrite of grant-making, oversight processes
New proposed guidance from the Office of Management and Budget would streamline and consolidate grant regulations for every agency. Comments on the recommendations are due May 2.
CFOs remain tepid on financial shared services
An exclusive Federal News Radio survey of federal CFOs and deputy CFOs finds 55 percent of the respondents rated spending money more wisely as their top priority. But at the same time, 36 percent rated moving to the Internet Payment Portal or other financial management shared services as their fourth highest priority. CFOs also say they are using data to make better decisions and budget reductions, not sequestration, is their biggest concern.

GSA also renews a contract to improve its human resources shared service provider effort. The Federal Acquisition Institute will hold an industry day in November to discuss two new solicitations.
OMB's pause of financial systems had little effect on cost, schedule
GAO reviewed the administration's implementation of the July 2010 memo calling for a government-wide review of financial management projects. Auditors found about half of the projects said there was no change in cost and three-quarters said their schedule remained the same.
Agency CFOs feel strain of impending budget cuts
Agency chief financial officers and deputy CFOs said their top three priorities and challenges all revolve around improving how their agency manages spending, according to an exclusive online survey by Federal News Radio. Agencies expect the 2013 budget request to include significant cuts in across-the-board discretionary spending. CFOs and deputy CFOs also said they are concerned whether their workforces are adequately trained to meet the job's growing demands.
OMB pushes CFOs to lead cost-cutting effort
In a memo to agency financial managers, Danny Werfel set a July 31 deadline for three broad initiatives to reduce spending. Agency CFOs also must rank their employees' SAVE Award ideas for implementation and begin sharing best practices to root out waste, fraud and abuse.
New governmentwide financial systems on tap
OMB controller Danny Werfel said the Treasury Department should be finished testing and analyzing systems in the next six months. The CFO Council highlights priorities for 2011, and among them is the further reduction of improper payments. Werfel said agencies will begin using the software tool first utilized by the Recovery Board to identify potential problems.
