The Enhanced Security Clearance Act of 2013 requires the Office of Personnel Management to implement an enhanced security clearance system. Under the system, every security clearance gets two random audits over a five-year time period.
About 83,000 Defense Department employees and contractors, who held or were determined eligible for a security clearance, owed more than $730 million in unpaid taxes as of June 2012, according to a new report from the Government Accountability Office. Per GAO's recommendations, the Office of Personnel Management, Office of the Director of National Intelligence and DoD are now working to include tax-compliance checks to enhance security clearance processes.
Ahead of results of the annual Federal Employee Viewpoint survey, a National Council on Federal Labor Management Relations working group proposed its initial ways to improve employee engagement through the use of different types of metrics. Report: Chinese hackers break into US personnel networks, target security clearance files
Chinese hackers broke into OPM computer networks earlier this year with the intention of accessing the files of tens of thousands of federal employees who had applied for top-secret security clearances, according to a media report. OPM tells Federal News Radio, "neither OPM nor US-CERT have identified any loss of personally identifiable information."

Congress unanimously passed the Civilian Service Recognition Act in late 2011, allowing agency heads to present an American flag to federal employees killed in the line of duty as the result of a crime, terrorism or natural disaster. But OPM has lagged in implementing regulations.

A new audit from the OPM Inspector General's office reveals shortcomings in the steps taken by Office of Personnel Management and its contractors to make sure background investigations undergo quality reviews.
