Jim served over 27 years in the federal government. He served as Senior Advisor to Governor Ridge in the White House Office of Homeland Security (OHS). He provided advice to OHS on the National Strategy and Information Management in support of the OHS mission. From February 1998 until December 2002, Jim also served as the Vice Chair of the Federal Government CIO Council overseeing numerous governmentwide IT initiatives. He was also a member of the President's Critical Infrastructure Protection Board.
Prior to this, from August 1997 until April 2002, Jim was the Deputy Assistant Secretary for Information Systems and Chief Information Officer (CIO) for the Department of the Treasury. He provided oversight, strategic planning and management direction on over $3.0 billion in annual information technology and information infrastructure programs within Treasury and its fourteen Bureaus. Jim also served as the Acting Assistant Secretary for Management for the Treasury Department from January 20, 2001 until February 8, 2002. In that role he provided oversight of all Treasury bureaus and served as the principal policy advisor to the Secretary and Deputy Secretary on matters involving the internal management of the Department and its bureaus. Jim received the Secretary Certificate of Appreciation on February 12, 2002 for his efforts during this transition period.
Prior to his Treasury positions, Jim worked for 15 years at the U.S. Secret Service where he held key IT management positions, including the Chief of the Communications Division, providing world class telecommunications in support of Secret Service tactical and operational requirements.
Jim served as Team Leader on Vice President Gore's National Performance Review (NPR) Information Technology Team. Following this assignment, he was selected as Chairman of the Government Information Technology Services Working Group, to implement the NPR Information Technology recommendations and coordinate the government services portion of the National Information Infrastructure (NII). He was given the prestigious Eagle Award as the government information technology executive of the year in 1994, a Meritorious Presidential Rank Award in 1995, the Armed Forces Communications and Electronics Association Award for Excellence in Information Technology in 1996, the AFFIRM Award for Outstanding Service to the Citizens in 1997, the Industry Advisory Council Award for Special Achievements and Leadership in 1997, the AFFIRM IRM Executive of the Year Award in 1998, and the Distinguished Rank Executive Award from President Clinton in 1999. In 2001 the Federation of Government Information Processing Councils presented him the John J. Franke award for outstanding government service. In March 2002, Jim was selected by the Federal CIO Council to receive the Azimuth Award as the Government Executive of the Year.
Jim has extensive public speaking experience and frequently serves as a featured speaker at industry events. He has developed, and currently teaches part-time, a graduate level course on Information Systems Security and Risk Assessment at the University of Maryland. Jim was given the Stanley J. Drazek Excellence in Teaching Award in 1998 by the University of Maryland.
Jim has an undergraduate degree in Business Administration and Computer Science and a Masters of Business Administration (MBA) from the University of Maryland with an area of concentration in Information Systems Management.

Ms Guthrie came to DoD with technical, program and general management experience in the IT, automotive and government businesses gained over a long career at TRW Inc.
She earned a bachelor of science degree in electrical engineering from Pennsylvania State University and a master's degree in business administration from Marymount University.
Ms Guthrie is an active participant on several advisory boards for the Penn State College of Engineering. She has received the College's Outstanding Engineering Alumna award and is a Penn State Alumni Fellow.

Brigadier General Warner entered the Air Force as a distinguished graduate from the Air Force ROTC program at Southwest Texas State University. He has pursued a wide-ranging career including: interoperability test director for the E-3A; Air Force representative to the Joint and Allied Data Link Standards Configuration Control Boards; education and training duty at Squadron Officer School; executive officer to the assistant chief of staff, Operations and Logistics, Supreme Headquarters Allied Powers Europe; Chief Information Assurance Division at the Air Staff; Director of Communications and Information, Headquarters United States Air Forces in Europe, Director for Command, Control, Communications, and Computer Systems and Chief Information Officer (CIO) for U.S. Joint Forces Command, and has commanded at squadron and group levels.

Prior to his appointment to the Senior Executive Service with the Department of Defense, Dr. Jost was a Corporate Vice President with Motorola. After 26 years with Motorola, he retired in 2002. During his tenure at Motorola, he served as the Code Division Multiple Access (CDMA) Group General Manager and as Chief Architect for Motorola infrastructures. While at Motorola, he managed various divisions engaged in CDMA multibillion dollar infrastructure systems development and business areas. During this time period, he was also the Chief Architect for all infrastructure activities. In addition, he was responsible for the advanced technology, the high available computing environment, and the company's program management center of excellence.
Dr. Jost also served as the Vice-President, Chief Architect and Engineer for the Motorola Space and Systems Technology Group, and the Chief Engineer and Systems Manager for the IRIDIUM Program.
Prior to joining Motorola, Dr. Jost worked for E-Systems (Garland Division) as the Managing Director for Advanced Command, Control, Communications and Intelligence Systems on classified tactical and strategic intelligence processing, communications, networking, data processing, and war simulations systems.
Before joining E-Systems, Dr. Jost worked for Motorola Government Electronics. In this position, he was responsible for developing tactical communications systems and satellite payloads.
Dr. Jost graduated from Bradley University with a B.S. degree in Electrical Engineering. He later earned a M.S. and a Ph.D in Electrical Engineering from Arizona State University. He has been awarded multiple engineering awards including the Motorola Distinguished Engineering Award.

Ms. Roby joined the Defense Intelligence Agency in the imagery Functional Management Office. In the spring of 1990, Ms. Roby joined the General Defense Intelligence Program (GDIP) Staff as the Assistant for Collections. While on the GDIP staff, she also served as the Director for Program Evaluation and Operations, responsible for the preparation of GDIP programming and budgeting documents. She was selected into the Defense Intelligence Senior Executive Service in February 1992.
Ms. Roby earned a Bachelor of Science Degree in Mathematics (cum laude). She is also a graduate of the Chief of Naval Operations Advanced Managers Program, the Harvard University JFK School of Government, and the DCI Intelligence Fellows Program.

Mr. Landon retired from the Air Force in 1996. During his twenty-seven year career in the Air Force, he served as a pilot in a variety of aircraft, commander of operational units, and a staff officer in the Pentagon. Upon his retirement he entered civil service with the Department of Defense initially holding positions in the Office of the Under Secretary of Defense for Policy, the Under Secretary of Defense for Acquisition and Technology, the Assistant Secretary of Defense for Command, Control, Communications and Intelligence, followed by his current position in the Office of the Assistant Secretary of Defense for Networks and Information Integration. He has been a member of the Senior Executive Service since 1996.
Mr. Landon received his Bachelor of Engineering degree from Vanderbilt University in 1969 and his Master of Science in Systems Management from the University of Southern California in 1984.
Mr. Landon and his wife reside in Burke, Virginia.

Terry has more than 25 years of success planning and directing activities to provide innovative information technology, telecommunications and customer service solutions to include directing the conversion of telephone switch systems from analog to digital in 1992 at all U.S. Army facilities in Japan; providing guidance and leadership in planning and implementing real-world and training exercise information capabilities to successfully support five major U.S.-Japan bilateral military training events held during 1992 and 1993; and directing two successful information technology demonstrations during the 1996 Joint Warrior Interoperability Demonstration (JWID) that led to groundbreaking progress in the areas of enterprise-wide network management and Asynchronous Transfer Mode (ATM) switching technology use in support of a deployed Joint Task Force (JTF).
Terry was recognized by DISA for leading the 1997 Outstanding Technical Project of the Year, which resulted in an enterprise-wide automated network management system that provided crucially needed capabilities for the Department of Defense, and saved the government $60 million over an alternate solution. He received formal recognition by the Department of Defense on six separate occasions for exceptionally meritorious service and performance.
Terry is a recognized subject matter expert within the Department of Defense on the Global Information Grid (GIG) and net-centricity. He is the principal author of an overarching, far-reaching Department of Defense document published in 2001, which describes a set of globally interconnected, end-to-end information capabilities comprising a Global Information Grid (GIG). This document (lauded by a top DoD official as "one of the best documents of its kind that I have seen in 27+ years of commissioned service" and as "a great roadmap for the future") guides all future information technology investment across the Department of Defense and the Intelligence Community--an investment currently valued in excess of $200 billion. He is also the author of a Multinational Information Sharing (MNIS) International Cooperation white paper, commissioned by the DISA MNIS Joint Program Office and published in May 2006.
Terry holds a master's degree in Management from Webster University, St. Louis Mo., and a bachelor's degree in Business Administration from Sophia University, Tokyo, Japan.

Prior to Davidâ"™s current role, he served as the Senior Manager, Systems Engineering for Ciscoâ"™s Department of Defense (DoD) Operation. In this position, David was responsible for DoD System Engineers and Managers worldwide who provided pre-sales engineering support to both partners and customers. David has held a variety of other positions at Cisco, including: Sr. Manager, Advanced Technologies responsible for voice, security, optical, and wireless engineering and pre-sales support; Sr. Manager, Systems Engineering in support of National Programs and Intelligence; Systems Engineering Manager, worldwide support for the Navy and Marine Corps.
David is a Marine Officer and a graduate of the Virginia Military Institute (VMI) and holds a MS, Information Systems from the Naval Postgraduate School.
