A new report says a law requiring the online posting of senior federal executives' financial information would likely impinge on employees' privacy and wouldn't do much to deter conflicts of interest. The National Academy of Public Administration was tasked by Congress with studying the STOCK Act — short for "Stop Trading on Congressional Knowledge" — in response to concerns about privacy and identify theft.
Sen. Tom Coburn (R-Okla.) has written to Office of Personnel Management Director John Berry, saying the office should take steps to offload federal workers and contractors who don't show up for work, aren't performing official duties or "are simply not working at all." In the letter, Coburn, the ranking member of the Homeland Security and Governmental Affairs Committee, said doing so could prevent the need to furlough critical employees under sequestration.
This week on AFGE's "Inside Government" AFGE National President J. David Cox Sr. details the union's continuing fight against sequestration on behalf of federal employees. Pennsylvania AFL-CIO President Rick Bloomingdale also discusses efforts to defeat privatization while AFGE National Border Patrol Council Vice President Shawn Moran addresses sequestration's impact on border security.
The Office of Personnel Management wants more information on why members of the Senior Executive Service are leaving their jobs. It's hoping a new exit survey being distributed to departing SES employees will help agencies improve their retention, recruitment and succession planning efforts. OPM said it wants employees to be as candid as possible with their answers to the anonymous survey.
Furlough notices will now be sent to employees in early May. Actual furloughs will begin in mid-to-late June, placing most Defense civilians on unpaid leave roughly one day per week for the final seven pay periods of the fiscal year.
The Pentagon will sharply cut the number of unpaid furlough days civilians will be forced to take over the next several months from 22 to 14. According to defense officials, Secretary Chuck Hagel made the decision Wednesday. DoD said last week it would review its furlough plan after Congress shifted more than $10 billion to military operations and maintenance accounts as part of the bill funding agencies through the remainder of 2013.
The Office of Special Counsel is "deeply concerned" about the implications of a federal court ruling that stripped low-level Defense Department employees of their ability to appeal suspensions and demotions outside the agency. OSC, which filed an amicus brief earlier this month with the U.S. Court of Appeals for the Federal Circuit, is worried the ruling could have a chilling effect on whistleblowers.
After passage of the 2013 funding bill earlier today, the Pentagon is reassessing its need for civilian furloughs. The Defense Department said it will delay issuance of furlough notices to its 780,000 civilian workers for two weeks. DoD had originally planned to begin sending out furlough notices today.
