The federal government in 2010 added more than 31,000 employees from minority groups, according to the Office of Personnel Management.
Republican leaders of the House Oversight and Government Reform Committee introduced a bill to reduce the size of the federal government by 10 percent, codifying the deficit commission's recommendation. The legislation also would not let agencies hire contractors to replace federal workers unless there is a "financial advantage to the government."

The man leading the transition of more than 200,000 defense civilian workers into new pay systems has accepted a job at the Missile Defense Agency.
Lawmakers on both sides of the aisle agree that federal contractors need to be a major part of the discussion on rightsizing the federal workforce. An air traffic controller has been suspended for watching a movie when he was supposed to be monitoring aircraft, deepening the Federal Aviation Administration's embarrassment following at least five cases of controllers sleeping on the job.
The administration plans on cutting 100 data centers this year and 700 more by 2015. Bob Otto of Agilex Technologies says this is an attainable goal and offers tips for agencies in the process.
The Defense Department and its services plan to hire a total of 1,000 cyber professionals each year over the next three years, Gen. Keith Alexander tells a House committee. Alexander said getting the right people in place to move the DoD Cyber Command into an operational stage is among his highest priorities. DoD and the services must look at how best to retain these professionals once they work for the military.
