IT reforms moving to optimization stage

Nine months since OMB issued its 25-point plan to improve how agencies oversee technology, the tone is changing. Lisa Schlosser, the federal deputy CIO, said the goal is to make sure agencies are using their people, money and other resources as best as possible. Agencies are finding some early success with the IT reforms, especially around acquisition.

OPM survey shows feds upbeat despite challenges

Most federal employees remain satisfied at work, despite pay freezes and budget cuts. But a sizeable chunk of workers believe that pay raises and promotions are not based on merit and that their supervisors don't know how to handle poor performers. The Office of Personnel Management released these findings as part of the 2011 Employee Viewpoint Survey.

Federal long-term care plan boosts enrollment by 20 percent

Enrollment in the federal long-term-care insurance program increased by 45,000 employees during the open season that ended June 24. It indicates that the aging federal workforce values the benefit despite recent rate hikes.

Senate committee approves DHS hiring freeze in reauthorization bill

The Homeland Security and Governmental Affairs Committee voted to hold the number of federal employees stable for the foreseeable future. Sen. Joseph Lieberman (I-Conn.) said he also wants to look at the size of the agency's contractor workforce as well. The freeze was approved in the committee's first-ever DHS reauthorization bill.

House subcommittee pushes forward GOP plan to repair USPS

A House subcommittee markup of a bill to address the Postal Service's financial problems broke down along partisan lines. Democrats accused Republicans of using this legislation to weaken labor provisions. Republicans said Democrats would prefer bailing out the agency rather than making it sustainable. The bill now goes to the full House Oversight and Governmental Reforms Committee.

DHS creates new senior cyber position in NPPD

Suzanne Spaulding will replace Phil Reitinger as the deputy under secretary. She worked as a consultant and on Capitol Hill previously. DHS also created a deputy under secretary for cyber security.

Air Force to offer buyouts to 6,000 civilians

The Air Force is planning to make payments to civilian employees to encourage them to leave the federal payroll, in addition to offers of early retirement. The service is trying to get to the level of civilian employment authorized under DoD's civilian hiring freeze, which mandates the department maintain its non-uniformed workforce at fiscal 2010 levels.
