Happy New Fiscal Year! With it comes a new round of buyouts. The first out of the gate are the U.S. Postal Service and the Internal Revenue Service. But your agency may be next, Senior Correspondent Mike Causey says.
The Homeland Security Advisory Council Task Force on Cyberskills submitted 11 recommendations to the DHS secretary on how to improve the agency's cyber workforce. The committee said DHS must define the skills needed to protect .gov networks. It also suggested setting testing and certification standards.
The Social Security Administration will begin closing its offices around the country 30 minutes early starting Nov. 19. A spokeswoman said "significantly less funding" than the agency requested forced it to adopt this tactic.

The controversial provision to an insider trading law that would require the online posting of senior federal employees' financial disclosure forms has twice been delayed by Congress and even put on hold by a district court judge. Bureau leadership has relied heavily on ideas from the workforce as the agency pushes ahead with its first major reorganization in 50 years. The goal is to create a more efficient and effective Census Bureau, officials say.
