OPM issued its fiscal 2011 Official Time report. The data shows employees, on average, spent 2.82 hours on union-related work during official hours. The cost of official time also increased by almost 12 percent.
Of the more than 3.5 million workers employed by the federal government in 2012, about 956,000 - or 26.9 percent - were members of unions, according to the BLS data. That's a slight decline from 2011, when 28.1 percent of federal workers were union members.
After protesters marched to the White House, VA's Human Resources Management Office issued a letter calling for a "temporary stand down on changes to lower grade actions."
Union leaders on Monday denounced a deal in Congress that would make it harder for them to organize airline and railroad workers, saying it was reached without their input.

Nearly two years of negotiating has led to a stalemate between the Social Security Administration and its largest union, the American Federation of Government Employees. The protracted dispute mars the Obama administration's otherwise productive attempts to collaborate formally with federal unions.
