The House-passed DATA Act creates a five-member commission to oversee government transparency.
On a voice vote, the House backed the Digital Accountability and Transparency Act, known as the DATA Act. The legislation would establish uniform standards for all recipients to report federal money and set up a single website where average Americans could search for information on how government agencies, departments and other recipients spend federal funds.
The House Oversight and Government Reform Committee has given the Obama administration a C- for management under the Freedom of Information Act. Auditors based their grade on transparency work by 17 cabinet-level departments. Auditors evaluated how agencies track and make decisions about FOIA requests, but they did not examine whether agencies are meeting their legal responsibilities.
Lawmakers weigh public's right to know against the need to protect cyber secrets. Sen. Patrick Leahy's (D-Vt.) provision in 2012 Defense authorization bill tightens the definition of "exemptions," but he questions the need for further rules to give agencies power to withhold information.

Every House document will go into a new website. The goal is to make them more accessible to the public. The legislation will be posted using Extensible Markup Language, or XML. That will make what's in a bill easier to find, and the bills themselves more visible to search engines.
