The sub-basement of the Office of Personnel Management's headquarters resembles more a tech start-up than a federal office building. The innovation lab, as OPM calls it, provides a brightly-lit, open room for employees to meet and tackle the "stickiest" of the agency's problems.
The Veterans Affairs Department is creating an acquisition cadre to work on complex projects. Glenn Haggstrom, VA's principal executive director of the Office of Acquisition, Logistics, and Construction, said the goal is to match experts with the needs across the department.

It's been two years since the Plain Language Writing Act became law. While agencies are doing a better job, more work needs to be done. A federal expert on plain language is offering agencies the writing tips he employs on a daily basis. At the same time, a new bill in Congress would extend the plain language act to cover federal regulations.

The annual SmartPay and FedForum conferences have been canceled this year due to cuts to agency travel and training budgets under sequestration.
U.S. Cyber Command is putting together dozens of groups to defend the military's network, to work with combatant commanders on offensive tactics and to respond to attacks against the nation. Gen. Keith Alexander, however, said budget cuts will delay DoD's ability to recruit and train team members.
With sequestration now in effect, the Defense Department says it will have to begin to make decisions that cross the threshold between "reversible" cuts to military capability and those that will have long-lasting impacts.
Rep. Darrell Issa plans to formally introduce the Federal IT Acquisition Reform Act before the end of March. The House Oversight and Government Reform Committee held its second hearing on the draft bill. Current and former federal officials say the bill should place a stronger emphasis on project management and workforce issues.
