Major changes to performance management in OMB budget guidance

Performance improvement has 'turned the corner' in government
Shelley Metzenbaum said agencies are doing a better job in setting outcome-based goals and using data to measure their progress. OPM is finalizing guidance and training to use the competence models for performance improvement positions. Treasury and DHS are setting their own path to using data to meet their mission goals.

DoD fortifying cyber buying strategy
Frank Kendall, DoD's acting acquisition chief, said the first version fell flat due to "interest groups" weakening it. He said Congress required the strategy to detail how the military will buy offensive and defensive cyber capabilities. It's part of a broader effort to fix the Pentagon's acquisition process.

Kane named 'CHCO of the Year' for online training, performance evaluation work
The Energy Department is one of six agencies testing a framework aimed at revamping one of the thorniest issues in government: how supervisors evaluate employees. Chief Human Capital Officer Mike Kane led a working group of more than 100 union, management and government representatives who drafted the framework. He earned the "Chief Human Capital Officer of the Year" award from the CHCO Council.
