OPM: Within grade increases are not automatic
A new memo from OPM Director John Berry reminds agencies that only employees who are rated fully successful should receive pay raises. The reminder comes as the House passed a provision to prohibit pay adjustments to poor performers.

Federal Salary Council proposes locality increase for 2012
The report comes as Congress and the administration are considering a two-year pay freeze. The White House held 2011 locality pay at the 2010 levels. The council also wants to add six new cities to the locality pay list.

Lawmakers try to water-down the pay freeze
Former Virginia Congressman Tom Davis said federal employees are on the chopping block because they are easy prey. Davis, now a director with Deloitte and Touche, said a letter from the Washington-D.C. area delegation could impact the potential two-year pay freeze the White House is proposing. The eight House members say feds are being targeted unfairly to help reduce the deficit.
