OFPP sets new rules for creating multiple-award contracts
Agencies must develop a business case and post it on an internal government site for others to comment on. OFPP also wants senior acquisition officials to sign off on justifications before moving out with a final solicitation. The new guidance comes as GAO and others have found the proliferation of multiple award contracts is costing agencies and vendors millions of dollars.

VA picks 15 vendors for $12B IT contract
The agency will buy a broad range of technology services from eight large and seven veteran-owned small businesses under the T4 contract. The deal is a multiple-award IDIQ contract that will last five years.

AcqStat sessions give broader view of challenges
OFPP is holding these meetings with large agencies to understand how they are meeting the Obama administration's acquisition goals. The sessions are similar to the TechStat sessions, but they're not at the program level. OFPP also is finalizing rules around multiple award contracts and schedule bidding.

CDC aims to standardize IT behind health data
Agency awarded spots on the $5 billion technology services deal to 30 companies, including 15 small businesses. The contract is open to state and local governments, which receive grants from CDC. The goal is to promote standards and interoperability to share public health information.

OFPP tries new approach to reign in MACs
Administrator Gordon says strategic sourcing is one way to ensure the government gets the lowest price and to consolidate existing contracts. Gordon also wants agencies to submit business cases for new multi-agency contracts, but doesn't commit to asking agencies to justify all types of multiple award contracts.
