Agencies could be liable for certain costs under sequestration
Agencies will be liable for many of the costs coming from the termination of contracts, including legal fees and employee compensation costs, if sequestration happens Jan. 2, 2013 and if vendors do not issue layoff notices this fall.

DHS, DoD among agencies making slow, steady progress to get off High Risk list
GAO adds two new areas to the list, NOAA's satellite programs and the federal government's financial risk because of climate change. Comptroller General Gene Dodaro said nearly every initiative on the list made progress in fixing their problems over the last two years.

Lawmakers laying odds against sequester taking place
Sens. Mark Warner and Bob Corker and Rep. Chris Van Hollen all believe there is at better than a 50 percent chance Congress and the White House will agree on a budget reduction plan before Jan. 1. But federal pay and benefits, and contract spending remain on the table to be part of the cuts.

IRS program, interagency contracting finally removed from High-Risk list
A total of 30 programs, once again, are considered troubled, including two new areas. But, the Government Accountability Office removed the IRS' Business Systems Modernization program after 18 years on the list, and interagency contracting after 8 years.

OMB delaying budget passback guidance, creating uncertainty
The White House typically gives agencies both funding and policy updates for the upcoming budget request by Thanksgiving. This year OMB decided to hold off on passback guidance because of the current fiscal negotiations with Congress. Several senior agency officials said this lag will compress the timeline to respond to the information and require them to prepare for something that may never happen.

Navy living out its 'heyday,' but rough seas ahead
Robert Work, the undersecretary of the Navy, says forget about the Reagan-era aspirations of a 600-ship fleet. Even with a smaller Navy, things are better than ever, he says, even if they're about to get worse due to smaller budgets and the threat of sequestration. "Yes, things might get worse. In fact, they probably will get worse. But this is the heyday of the U.S. Navy. And, if you're not excited, you ain't breathing," he said at the Surface Navy Association's annual symposium this week.
