The law, which goes into effect today, expands reprisal protections to subcontractors and lets contractor employees report wrongdoing to supervisors within their own companies. Previously, contractors would have to go to government agencies or Congress to report waste, fraud and abuse.
The group will create a white paper with recommendations this summer to modernize the 10-year-old policy. Among the areas they are looking at are continuous monitoring, cloud computing, shared services and the definition of a system. Updating A-130 will help agencies move from a 'checklist' mode to monitoring systems in real time for threats and vulnerabilities, said Frank Reeder, a former OMB official.

Aside from the abrupt personnel changes at the General Services Administration, the spending scandal highlighted the role of the agency inspector general in federal oversight. But it turns out many agencies and departments now lack an official IG, according to data maintained by the Project on Government Oversight.
