Sasi Pillay, NASA's chief technology officer, said the IT Labs program wants rapid, low-cost, low-risk projects to improve the space agency's use of technology. NASA is in its third year of the effort, which has produced several potential breakthroughs, including one for RFID and a secure computing environment.
The sub-basement of the Office of Personnel Management's headquarters resembles more a tech start-up than a federal office building. The innovation lab, as OPM calls it, provides a brightly-lit, open room for employees to meet and tackle the "stickiest" of the agency's problems.
Governmentwide scores tracking how agencies foster and reward employee innovation dropped in 2012 for the second year in a row, according to a new report from the Partnership for Public Service and Deloitte. NASA took the honors for the most innovative large agency, while the Surface Transportation Board was the most innovative small agency.
Linda Cureton recently retired as the NASA CIO. In an exit interview, she offered lessons learned over her 34-year federal career.

Nagisa Manabe hasn't spent her entire career with the Postal Service but, after just six short months, she's making her presence known. Under her direction, the agency has committed to spending 15-20 percent of its marketing dollars on direct mail — the same amount it recommends to its own customers. Her goal — getting the Postal Service out of the red through the development of new innovative products and the use of effective marketing techniques. The new chief marketing and sales officer brings with her a career's worth of experience from the private sector — including jobs with powerhouse companies like Coca-Cola, Campbell's Soup and the liquor industry.
