Agency pilots help cultivate 'inherently governmental' changes
Agencies are getting a better understanding whether they over-rely on contractors. Vendors are mostly happy with the draft policy detailing how agencies should decide which jobs should be done only by federal employees. OMB expects 24 demonstration projects to finish by early May.

OFPP to refine agency-contractor relationship
OFPP administrator Gordon says the draft of the new definition of "inherently governmental" should be public by the end of March. He says the goal of the draft policy letter is to better clarify federal and vendor roles. OFPP is also focusing on multiple award contracts and strategic sourcing.

OFPP's Gordon not stymied by bumps in the road to acquisition reform
Despite pushback on some issues by industry, Dan Gordon listens to input from all sides as the Office of Federal Procurement Policy continues to follow its own path to reform the acquisition process. Defense bill nudges toward outsourcing
Several outsourcing-friendly provisions made their way into the Defense authorization bill approved by the House of Representatives last week. The bill would lift a moratorium on public-private competitions via the A-76 process in DoD, and expresses the sense of Congress that DoD should insource only those jobs which are inherently governmental.
