GSA offered contractors tax breaks - at a price
A new General Services Administration policy is once again drawing fire. The focus now is on a GSA policy in which the agency offered tax breaks to companies to make federal buildings energy efficient as long as GSA received a "giveback." That policy, which has since been discontinued, is raising new questions about whether GSA was trying to raise money for its own budget without congressional authorization, whether that effort was legal and whether other agencies have tried anything similar.

Army on track to double President's energy-saving contracting goal
Army officials announced the service is on track to more than double a Presidential goal for investments in energy efficiency projects. Deputy Assistant Secretary of the Army for Energy and Sustainability Richard Kidd, said the Army would likely invest $800 million in performance-based contracts over the next two years to realize energy savings and efficiencies at its multitude of bases and facilities.

GSA headquarters to become model green building
Agency plans on adding solar power, heating water through solar thermal processes and restoring the windows so they open. Along with GSA, several other agencies are due for major renovation through the Recovery Act, and all will be more energy efficient. GSA also is applying green requirements to all new major leased buildings starting in January.
