Kane named 'CHCO of the Year' for online training, performance evaluation work

The Energy Department is one of six agencies testing a framework aimed at revamping one of the thorniest issues in government: how supervisors evaluate employees. Chief Human Capital Officer Mike Kane led a working group of more than 100 union, management and government representatives who drafted the framework. He earned the "Chief Human Capital Officer of the Year" award from the CHCO Council.

Treasury's building, DoD's Mark Center both get LEED Gold certification. Treasury expects to save $3.5 million by improving how the structures uses energy. DoD expects its new building to use 45 percent less water.

Energy dept. builds ultra-high-speed network

The Energy Department says it's linked up three of its national laboratories with a network that can move data at up to ten times the speed commercial IT providers can offer. DOE paid for the Advanced Networking Initiative with $62 million worth of money from the Recovery Act. The network lets researchers at labs in California, Illinois and Tennessee exchange information at 100 gigabits per second. DOE says it thinks the network could also drive the creation of similar technologies for commercial use.

Top GOP policy issues at a glance

House Republicans have dotted nine remaining spending bills with well more than 100 "riders" that would redirect government policy or maintain it in some cases despite objections from President Barack Obama and Democrats in Congress. Most are unlikely to survive in final negotiations on a massive bill for funding government operations through next September.

IGs push for greater whistleblower protections for contractors

Whistleblowers at government contractors need better protections against reprisal and need to know how to contact agency inspectors general. Two IGs and a whistleblower awaiting trial were among the witnesses at a hearing of the Senate Homeland Security and Governmental Reform Subcommittee on Contracting Oversight. It is considering legislation to extend federal whistleblower protections to all contractors, subcontractors and local governments receiving federal funds.

OPM highlights hiring reform best practices

Agencies are measuring their progress towards hiring reforms and implementing technology to track applications and identify bottlenecks. Those are some of the best practices shared in a memo from the Office of Personnel Management. Overall, it said, agencies are progressing toward the governmentwide goal of filling vacancies in 80 days or less.
