White House wants to root out copycat programs - starting with STEM
The Obama administration's proposed fiscal 2014 budget called for consolidating or eliminating 116 of the government's 226 STEM initiatives and centralizing the coordination of STEM programs under just three agencies: the Education Department, the National Science Foundation and the Smithsonian Institution. The administration's STEM proposal is one of the government's first visible steps in reversing some of the duplication that riddles the federal landscape and which some lawmakers have seized on as examples of government waste.

Agency collaboration key to saving money

Congress blames itself for duplicative programs
Faced with a 423-page report from the Government Accountability Office detailing potential duplication, fragmentation and overlap in nearly every corner of government, lawmakers pointed a finger at themselves for reducing oversight of federal programs and trying to fix problems without understanding what solutions the government already offered.

GAO: 'Virtually all' agencies may have overlapping programs
From food safety to economic development, federal programs are filled with potential duplication, fragmentation and overlap, according to a report from the Government Accountability Office. GAO identified 51 new areas that need attention at a time when Congress is debating department budgets and the White House is calling for greater authority to reorganize agencies.

OFPP promises to tame interagency contracts
OFPP administrator Dan Gordon told a Senate committee that a new rule to add more oversight to multi-agency contracts should be out soon. Agencies wanting to develop new multiple award contracts will have to justify them before going forward. OFPP is also trying to use strategic sourcing to take advantage of the government's buying power.
