Federal hiring declined last year, with new government hires dropping to fewer than 90,000 in fiscal 2012. The dip in hiring caused the size of the federal workforce to retract slightly to about 2.1 million federal workers — about on par with 2009 levels, according to new government data compiled by the Partnership for Public Service.
The Department of the Interior is actively hiring young people in order to increase diversity within its ranks. At a recent event, Secretary Sally Jewell encouraged other agencies to adopt similar diversity initiatives.
The Obama administration's efforts to increase the diversity of the Senior Executive Service are starting to pay off. A new report from the Office of Personnel Management shows that in 2012 there were slight increases among women and racial categories.

Catherine Emerson, the agency's chief human capital officer, said the annual turnover rate is only 1.35 percent for its 240,000 employees. She said new programs, called Cornerstone and Capstone, are trying to ensure employees have the leadership training necessary for the future. The Coast Guard also is increasing employee engagement as it prepares to move into its new headquarters at St. Elizabeth's in Washington.

The federal government now employs more full-time workers with disabilities than it has at any time over the past 20 years, according to a new report from the Office of Personnel Management. President Barack Obama pledged in 2010 to hire 100,00 additional people with disabilities over the next five years. While the Government Accountability Office reported in May the government was not on track to meet that goal, the director of OPM, John Berry, said the new report shows agencies are "moving smartly" toward fulfilling it.

But Kathy Hutson, the director of human resources at the National Security Agency, says the hiring protocols at her agency today demostrate all the reforms the Office of Personnel Management is recommending for the rest of government.
Retired Air Force Gen. Lester Lyles said new legislation calling for diversity benchmarks in the military would codify the recommendations of the commission he led in 2011 and would make for a better armed forces.
