More than eight years after the White House issued Homeland Security Presidential Directive-12 requiring the issuance of secure identity cards, governmentwide and agency-specific initiatives provide hope the smart cards can be more than "glorified ID cards." NIST and GSA are developing an identity exchange in the cloud. DHS and IRS are putting their cards to use at a local level for both building and computer access.

Intelligence Community Information Technology Enterprise will reach initial operating capability next March on the way to full implementation in 2018. The NGA and DIA are building a common desktop for all of the intelligence community agencies.

A number of agencies have made high-profile migrations to cloud platforms and the Obama administration has issued sweeping guidance mandating agencies identify and transition services and applications to host in the cloud. For a look at how agencies are faring in their shifts to the cloud and the issues they continue to face, the Federal Drive with Tom Temin and Emily Kopp hosted a panel discussion, "Clearing the Fog Around Cloud Computing," sponsored by Level 3 Communications.
Dr. Emma Garrison-Alexander, TSA's chief information officer, said the goal is to make sure employees have the right device to match up with their mission requirements.

In September 2010, the White House released its 25-point plan for IT reform, aimed at eliminating flailing programs, shifting to a "cloud first" policy and consolidating data centers.
The General Services Administration announced it's now offering cloud-based email services for federal agencies. GSA issued 20 blanket purchase agreements to 17 companies, which the agency said would help streamline the purchasing of cloud services across the government.
One third of Americans say they avoid cloud computing because of cybersecurity risks, according a survey conducted by Citrix. But more than half of the respondent say they don't even know what cloud computing is. The survey found a majority of respondents said they think the cloud is actually the "fluffy white thing" that floats around the sky.
Larry Hale, director of GSA's Center for Strategic Solutions and Security Services, will talk about some of the agency's most important programs and initiatives.

The thunderstorm in June knocked out GSA's connection, threatening some of the agency's core operations. GSA's chief information officer Casey Coleman said agencies should consider enlisting secondary Internet access providers to ensure connectivity during emergencies.
