Steve Kelman, Harvard Kennedy School of Government

President Barack Obama's FY 2016 budget request includes $15 million for cross agency goals. The administration wants to provide an infrastructure for hitting the goals to go with the personnel it's already committed. Steve Kelman is professor of public management at the Harvard Kennedy School of Government.
