OMB asks agencies to develop plans to grow acquisition workforce
OFPP issues two contracting memos today. One gives agencies help to evaluate how competitive their contracting process is. The second one asks agencies to develop a workforce plan to increase the number of acquisition workers by 5 percent by 2014.

OFPP to refine agency-contractor relationship
OFPP administrator Gordon says the draft of the new definition of "inherently governmental" should be public by the end of March. He says the goal of the draft policy letter is to better clarify federal and vendor roles. OFPP is also focusing on multiple award contracts and strategic sourcing.
