The National Defense Authorization Act is almost ready for the full House Armed Services Committee to review. One certainty is that the final dollar total will be smaller than last year. The Pentagon will make many hard decisions in the coming years, but it will have data and other tools to help make those decisions. John Powers, principal at Deloitte and leader of its Mergers, Acquisitions and Restructuring practice, and Beth McGrath, director of Deloitte's federal practice and former deputy chief management officer and performance improvement officer at the Defense Department, were Francis Rose's guests for Industry Chatter.
The 2009 reform aimed at ending the Pentagon's practice of overpromising the weapons systems it could deliver within the budgets it was asking for is showing signs of success. But DoD's acquisition chief says no amount of legislating will solve cost overruns.
A GAO report says cost overruns, schedule delays and poor results are plaguing major acquisition projects at the Homeland Security Department. GAO said those problems are probably going to get worse before they get better.
The General Services Administration and the Office of Personnel Management will move ahead with a partnership to manage a multiple award contract for human capital and training services. The agencies issued a memorandum of understanding detailing each agency's roles -- GSA will take over facets of acquisition and OPM is responsible for services side of the contract. GSA Administrator Dan Tangherlini says the end goal is to procure these types of services at a lower price.

All signs are pointing to the fact that despite the government spending less overall on acquisition last year, agencies met the statutory goal of awarding at least 23 percent of all prime contracts to small businesses. Experts say contract consolidation and bundling will negatively impact small firms in the coming years.
The Defense Department and the industries it depends on have made their way through budget downturns before, but this one is different. Both budgets and threats are uncertain.
