While the latest rounds of buyouts and early retirements span agencies as diverse as the Naval Sea Systems Command and the Interior Department's Bureau of Land Management, one thing many of them have in common is the targeted nature of the offers. In many instances, agencies are targeting offers to employees in specific job areas or agency locations.
Kevin Gallagher, the associate director for core science systems at USGS, said the agency is developing a new data management strategy that will help it meet the White House requirement to make federally-funded research data more easily accessible.
Federal technology leaders unveiled an initiative to develop better ways of harnessing the rapidly growing volume of increasingly complicated data sets, known as big data. The push is led by a joint solicitation — from the National Science Foundation and the National Institutes of Health — to develop the core technologies for reigning in big data. All told, six federal departments and agencies will take part in the program — committing more than $200 million in research-and-development investments.

The agency mines data from YouTube, Twitter and other social media tools to ascertain what's happening on the ground during earthquakes. Did You Feel It? Web site makes it easier for the public to submit their experiences after the earth shakes. USGS also is considering new early warning alert system that would tell the public before earthquakes hit the surface.
